Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:

This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of the frequency 2367 and 2384 MHz as well as a number of VHF and UHF frequencies for the purpose of providing portable video and logistics support to a live video production of an event in conjunction with the World Ecological Project from the period of October 8 through October 12, 2008 at the Florida Loxahatchee National Wildlife Refuge. Broad Comm provides radio frequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm and others similar requests for several previous events. Broad Comm requests authority to use these frequencies to permit use of portable video camera transmitters that operate in the 2 GHz frequency bands. Hardware limitations prevent operation of these cameras in spectrum reserved for broadcast auxiliary operations. Additionally, operation of these low power transmitters (1.0 W) on broadcast auxiliary frequencies is not spectrally efficient considering the possible need for spectrum by local broadcasters to cover the event. AFTRCC coordination has been requested and received for this event. In addition the VHF and UHF frequencies are being requested to provide for various logistical needs for a production that will take place over a very large area and involve a significant number of crew members.
