Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of additional UHF frequencies in connection with the Tour of California Bicycle Race from February 10 through February 23, 2009. In addition, use of the frequency 19,500 MHz is also being requested for one of the sites (Pasadena) and will be used in conjunction with an already licensed facility on 17,940 MHz. Broad Comm has already been granted an STA (WD9XSB - File number 0022-EX-ST-2009) for various UHF and microwave frequencies; however, it has now become necessary to increase the previous request due to the expanded requirements by the media covering this event. Broad Comm provides radio frequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm and others similar requests for several previous events.
