Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of frequencies the 2 GHz range for the purpose of providing portable video televised network coverage of the Boston Marathon and related events in the Boston, MA area for the period of April 10 through April 25, 2010. Broad Comm provides radio frequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm and others similar requests for several previous events. Broad Comm requests authority to use these frequency to permit use of portable video camera transmitters that operate in the 2 GHz frequency bands. Hardware limitations prevent operation of these cameras in spectrum reserved for broadcast auxiliary operations. Additionally, operation of these low power transmitters (1.0 W) on broadcast auxiliary frequencies is not spectrally efficient considering the possible need for spectrum by local broadcasters to cover the event. The number of frequencies and transmitters requested is necessary to provide the required coverage. AFTRCC coordination has been requested and received for 2367 and 2384 MHz for this event.
