Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of frequencies between 2580 MHz and 2620 MHz for the purpose of providing coverage of the 2004 national political conventions to be aired on a number of television networks. This request is for the period of July 22 through July 30, 2004 (Democratic National Convention) and from August 26 through September 3, 2004 (Republican National Convention). Broad Comm provides radio-frequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm other similar requests for several previous events. Broad Comm requests authority to use these frequencies to permit use of portable video camera transmitters that operate in the 2580 to 2620 MHz frequency band, with powers not to exceed 75 mW. In addition, use of the equipment will be restricted to inside the convention center arenas (Fleet Center ? Boston, MA and Madison Square Garden ? New York, NY). Hardware limitations prevent operation of these cameras in spectrum reserved for broadcast auxiliary operations. Additionally, operation of these low power transmitters (75 mW) on broadcast auxiliary frequencies is not spectrally efficient considering the possible needs for spectrum by local broadcasters to cover these events. The tremendous demand for such use by the individual television networks, both over-the-air and cable, necessitates the need for the use of a significantly greater amount of spectrum than for other major events. Broad Comm was previously granted a STA for use of frequencies 2610 and 2625 MHz (in addition to other frequencies) for this event. However, due to equipment issues and the increased demand for spectrum this request would modify that portion of the previous STA to specify frequencies 2585, 2600 and 2615 MHz.
