Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of a number of frequencies to provide video and aural coverage to a number of television stations as well as ground support and logistics for a Red Bull Air Race World Series 2008 event. This is a major international event and this application includes setup and pre-event activities that will take place in San Diego, CA over the period from April 25 through May 7, 2008. The actual location for the event is the Embarcadaro Park - Seaport Village area of San Diego where the planes are to take off and land on an US Navy Aircraft Carrier. This is a very large and potentially hazardous event for the pilots and the many thousands of attendees. Public Safety concerns are paramount at events of this magnitude, where coordination and communications have been issues in the past and the consequences have been tragic. Good Communications, both audio and video, is key to minimizing the risks to the public and the pilots. Wireless video cameras will continually monitor the speeding planes as they navigate the race course. The timing and risk is comparable to the Blue Angels, with the added uncertainty of a true air race. The significant majority of the channels being applied for have been used previously at air races of this kind. The events, the Air Race and Air Show are in a particularly hazardous area, being both civilian and military. We require the use of these special channels because the civilian aircraft will be on Naval Aircraft Carriers and cannot use normal channels because of interference potential, and there simply are not sufficient channels in the unlicensed bands, or in the BAS bands. This cooperative civilian/military event, is completely out of the ordinary and is fraught with danger to both the civilian and military personnel. The use of these channels will preclude interference, without which, the lives of the crews of both the aircraft, the aircraft carriers, and the public are at severe risk. Additionally, there is a historically large civilian crowd that will be viewing these events, from the shore, as well as on nearby watercraft. Any lack or loss of communications poses a direct and major risk to public safety, as well as homeland security, in the event of a simultaneous terrorist threat In addition, the requested frequencies have been coordianted and approved by the Navy in that this event will be taking place at Naval Base. Also AFTRCC frequency coordination for the frequencies 2367 MHz and 2384 has been requested.
