Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of frequencies between 2514.5 MHz and 2534.0 MHz for the purpose of providing coverage of the 2004 Republican National Convention to be aired on a number of television networks. This request is for the period from August 26 through September 3, 2004. Broad Comm provides radio-frequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm other similar requests for several previous events. Broad Comm requests authority to use these frequencies to permit use of portable video camera transmitters that operate in the 2510.5 to 2538.0 MHz range. This equipment will operate with a maximum power of 50 mW and use will be confined to inside the Madison Square Garden area. The tremendous demand for such use by the individual television networks, both over-the-air and cable, necessitates the need for the use of a significantly greater amount of spectrum than for other major events. The specific frequenices being requested in this application are to accomodate the only available equipment that can be found in the US at this time. Two of the channels being requested are to support the broadcasters pool and one will be used to support CSPAN.
