   Dear Ms. Dontch
   On behalf of Parsons Transportaign Group Inc. (‘Parsons"),     I write to express support of the
   above—captioned application, in whith RaySat, Inc. (‘RaySat") secks authority to operatea "Ku—
   band mobile satellite network consitine of up to 4000 in—motion remote antennas t be mounted
   on vhicles operating throughout the continental United States."" For the reasons described
   below, this service will serve the Bbbli interes, and RaySar‘s application should be granted as
   quickly as possible.
   Parsons provides engineering and desien, program management, network construction, and
   operational support for various public ransportation projects. With offices wordwide, Parsons
   employs engincers, designers, scieffiss, technicians, and other specialists._ As a vendor serving
   transportation providers, Parsons s working to create end—to—end telecommunications. and
   information service solutions for public transportation commuters. The unique design and
   performance capabilies associated) with RaySat‘s technology will enable Parsons to provide
   high—bandwidth technology servicgs and digital content to the traveling public despite the
   demanding physical requirements ofthe transportation industry. RaySat‘s low—profile echnoloay
   can be mounted on vchicles withoi exceeding overhead safty requirements or clearance limits
   imposed by tunnel systems.
   A grant of RaySat‘s application Wl serve the public interest        Specificall, the technolony
   contemplated by the application will (1) further national policy goals regarding public safety by
   fncilating mobile use of high—spéd satelite communications technologies by firseresponders
   and other emergency personnel; @) advance national policy goals regarding public access to
   broadband communications by faciitating the use of hieh—speed communications services on
   poblic transportation; and (3) promote national policy goals regarding energy conservation by
   increasing the attactiveness of masgtran:

   First and foremost, as Ray Sat explaihs, its proposed offering will providetremendous benefits to
  the public safety community..     The Communications Act directs the Commission to "make

Commission, in tum, has indicate that "Iplublic safety is one of [its] most important concerns

will come from Semergency first esponders such as FEMA and state and local goverment

independent of any localized pow source or landline communications link. "This capabilty, o
course, is likely to be critical in i case of natural and man—made disasters and other public
emergencies.
Second, RaySat‘s offering will furt er national goalsfavorine broadband deployment. Here, too,
the Actis clear: Section 706 of th Telecommunications Act of 1996 directs the Commission to
*encourage the deployment on a fgasonable and timely basis of advanced telecommunications
capabiliy to all Americans" by us i: regulatory measures that "remove barriers to inffastricture
investment.* President Bush, mo over, has ealled for universal,affordable access to broadband
by the year 2007.". Consistent with woals of the Act and the Administation, Chairman Martin‘s
Five—Year Stategic Plan for the ‘ommission makes broadband deployment a central FCC
priorty: "All Americans should he e affordable access to robust and reliable broadband products
and. services. Regulatory poli es must. promote. technological. netraliy,. competi ion,
investment, and innovation to ensut that broadband service providers have sufficient incentive to
develop and offer such products nd services"" Several other siting Commissioners have
concurred with the central import nce of Congress‘s deployment goals." RaySat‘s proposal
