The request of DIRECTV Enterprises, LLC ("DIRECTV") for special temporary
authority (STA), File No. SAT—STA—20070816—00115, IS GRANTED. Accordingly,
DIRECTV IS AUTHORIZED, for a period of 60 days commencing on September 1,
2007 to conduct and telemetry, tracking and command (TT&C) operations in the 29.251
GHz and 29.493 GHz (uplink); 18.30025 GHz and 18.30075 GHz (downlink) frequencies
necessary to relocate the DIRECTV 10 satellite to 102.775° W.L. orbital location. This
grant includes the authority to operate the space stations feeder links in the 18.3—18.8
GHz band and the service links in the bands 28.35—28.60 GHz and 29.25—29.50 GHz
frequencies during this time. This STA is granted in accordance with the terms,
conditions, and technical specifications set forth in DIRECTV‘s application, this
Attachment, and the Commission‘s rules:

1.     DIRECTV shall coordinate its operations with all potentially affected
       operating satellite networks to ensure that no unacceptable interference results
       from its operates during the drift to or while at 102.775° W.L. orbital location.

2.     DIRECTV‘s operations shall not cause harmful interference to any lawfully
       operating in—orbit satellites or radio communications systems and it shall cease
       operations immediately upon notification of such interference and DIRECTV
       shall inform the FCC in writing within three days of such an event.

3.     DIRECTV is required to accept interference from other lawfully operating in—
       orbit satellites or radiocommunication systems.

4.     DIRECTV must coordinate all of its Ka—band downlink operations with Federal
       fixed—satellite systems, both geostationary and non—geostationary, in accordance
       with footnote US334 to the Table of Frequency Allocations, 47 C.F.R. § 2.106.
       Absent a coordination agreement pursuant to footnote US334, DIRECTV shall
       operate its Ka—band downlinks on a non—harmful interference basis with regards to
       Federal systems in the 18.3—18.8 GHz bands and must terminate its Ka—band
       downlink operations immediately in the event that such operations cause harmful
       interference into operating Federal systems. In addition, DIRECTV must accept
       interference from such systems absent a coordination agreement pursuant to
       footnote US334.

5.     Any action taken or expense incurred as a result of operations pursuant to this
       special temporary authority is solely at DIRECTV‘s own risk.


DIRECTV is afforded thirty days from the date of release of this authorization to
decline this authorization as conditioned. Failure to respond within this period
will constitute formal acceptance of the authorization as conditioned.

This Authority is granted pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
reconsideration under Section 1.106 or applications for review under Section
1.115 of the Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within
30 days of the date of the public notice indicating that this action was taken.

Dear Ms. Dortch:

        DIRECTV Enterprises, LLC ("DIRECTV") hereby requests Special Temporary
Authority ("STA") for sixty days to operate its DIRECTV 10 satellite at the 102.775° W.L.
orbital location. The DIRECTV 10 satellite is currently licensed to operate at the 102.8° W.L.
orbital location.‘ DIRECTV, however, has filed an application for modification requesting
authorization to operate DIRECTV 10 at the 102.775° W.L. orbital location in order to collocate
it with its SPACEWAY 1 satellite." That application has not yet gone on public notice.

        DIRECTV 10 launched successfully on July 6, 2007. Pursuant to an STA granted on
July 23 (the "July 23 STA"), DIRECTV 10 is now undergoing in—orbit testing at the 102.6° W.L.
orbital location." That STA also grants DIRECTV authority to drift the satellite to its "assigned
orbital location at 102.8° W.L.** (and thus does not specify that DIRECTV may drift the satellite
to the 102.775° W .L. orbital location instead, as requested in DIRECTV‘s pending modification
application).

        In its application for the July 23 STA, DIRECTV indicated that it would commence
drifting on or about September 12, 2007, and that the relocation would be complete on or about
September 15, 2007. However, DIRECTV is ahead of this schedule and will be ready to
commence moving DIRECTV 10 to 102.775° W.L. on or about September 1. Unfortunately,
that will not leave sufficient time for the Commission to process DIRECTV‘s pending
modification application. Accordingly, DIRECTV requests an STA so that DIRECTV 10 can
operate at its intended location while that application is being processed.

         Operation of DIRECTV 10 for sixty days at the 102.775° W.L. orbital location will not
result in harmful interference to other satellite systems, as it represents only a slight relocation
from the satellite‘s assigned orbital location 0.025 degrees away. And as noted in DIRECTV‘s
application for the July 23 STA, the only other co—frequency satellites located within two degrees
of the 102.775° W.L. orbital location are DIRECTV 8 and DIRECTV 98, operating at 100.85°
W.L. and 101.1° W.L., respectively, and DIRECTV anticipates no difficulty in coordinating the
operations of its satellites. (Indeed, DIRECTV sought the modification in the first place with the
goal of enhancing orbital management and decrease the likelihood of in—orbit collision with other
satellites.)

      Grant of the requested STA will serve the public interest by allowing DIRECTV 10 to
commence operations in a timely manner to millions of Americans. Accordingly, DIRECTV
requests the expeditious grant of special temporary authority.
