Ref: Experimental License

Dear Sir or Ma’am,

Compass Systems, Inc. is respectfully requesting an Experimental License to operate a GPS Repeater
System to facilitate the testing and development of an airborne radar system that incorporates a GPS
receiver. In reference to the NTIA’s regulation Section 8.3.28:

Item 7: Exhibit 1 shows that our calculated maximum equivalent isotropically radiated power, at a
distance of 100 feet from the building where the testing will be conducted, is no greater than -140 dBm.

Item 8: We have confirmed that none of the businesses within a 0.1 mi radius are presently employing
or intend to employ GPS capable devices.

Item 10: The “Stop Buzzer” point of contact will be myself. I will be available 24 hours a day at the
contact information listed below.
