The purpose of this document is to outline the use and operating conditions of
experimental license KB2XSY, FCC file 0094-EX-ML-2008. This license is currently
pending renewal, reference FCC file 0274-EX-RR-2009, and this letter is being attached
to both files for clarification of this experimental operation.

The purpose of this experimental license is to support testing of various INMARSAT
communications equipments and configurations from our commercial aircraft systems
integration lab, located in Seattle, WA.

All communications under this license authorization are conducted via leased satellite
services from an authorized INMARSAT service provider. The testing involves satellite
communications from our integration laboratory to authorized commercial aircraft
operating inside the license radius of operation. In addition, the INMARSAT equipments
being used in the lab are fully disclosed and approved for use by the contracted service
provider.
