- Parsons Corporation ("Parsons") requests special temporary authority for 180 days, from 10/04/2026 through 04/01/2027, commencing upon expiration of SES-STA-20250825-00593 (term April 7 – October 3, 2026), to continue operating its satellite earth station at Prudhoe Bay, AK (call sign E240058; 70° 12' 24.3" N, 148° 25' 51.5" W (NAD-83)) to provide telemetry, tracking, and command (TT&C) services for the STPSat-7 satellite at 2109.75 MHz (Earth-to-space) and 2277.9 MHz (space-to-Earth). For the Commission's information, four identical Raven Defense 6.0-meter antennas are located at this site within approximately 100 meters of the coordinates of record stated above, designated PAK1, PAK2, PAK3, and PAK4. Consistent with the frequency coordinator's analysis, the site is coordinated and requested at the coordinates of record. [If SES-STA-20260427-01155 is still pending, SELECT ONE: "This request supersedes SES-STA-20260427-01155, which Parsons is withdrawing concurrently." / "SES-STA-20260427-01155 remains pending; this request is filed to ensure continuity of authority beyond October 3, 2026."] All technical parameters — location, antenna, frequencies, emission designator (72K0G1D), maximum EIRP and EIRP density, and polarization — are identical to those previously authorized and coordinated; no change is requested. Extraordinary circumstances and public interest (47 CFR § 25.120(b)(1)): STPSat-7 is an on-orbit Department of Defense Space Test Program spacecraft, launched April 7, 2026, and certified by NTIA for operational use (Stage 4, SPS-28104/1, April 15, 2026). Prudhoe Bay is one of its two primary U.S. TT&C stations; a lapse in authority would interrupt command and telemetry support to an operating government spacecraft. Frequency coordination: an updated coordination notice prepared by Comsearch (issued [09/01/2026], Job No. [260901COMSGE04]) covering this site and these emissions is attached, together with the radio-frequency radiation hazard analysis (OET Bulletin 65) for the 6.0-meter antenna; the parameters analyzed are unchanged from the prior authorization. Operations will continue on an unprotected, non-interference basis at the minimum power necessary, in compliance with all conditions of the prior grant, including prior coordination with the local Society of Broadcast Engineers frequency coordinator for transmissions in the 2025–2110 MHz band, and with the space station authorization.
