Intelsat License LLC is granted a special temporaryauthorityfor 30 days, under the following
conditions, beginning February 14, 2018, to operate its 14.2—meter fixed earth station antenna
(KL92)inCasflc Rock Colorddo to plovldelaunch and early orbll phasc (LEOP) scrvu:es aad—

following center frequencies: 13997.50 MHz (Earth—to—space), and 10701 MHz and 11448 MHz
(space—to—Earth). Hispasat—1F satellite is expected to launch on February 14, 2018.

1. Uplink (Earth—to—space) center frequencywill be on 13997.50 MHz (RHCP) within the
coordinated emission and power limits. The maximum EIRP shall not exceed 85 dBW per NTIA
manual US 356.

2. Downlink (space—to—Earth) frequencies will be on 10701 MHz and 11448 MHz (RHCP).

3. All operators ofsatellites will be provided with an emergency phone number where the
licensee can be reached in the eventthat harmfulinterference occurs, Currently the 24x7 contact
information for the Hispasat—1F mission is as follows: Ph.: (703) 559—7701 — East Coast
Operations Center (primary); (310) 525—5591 — West Coast Operations Center (back—up). Request
to speak with Harry Burnham or Kevin Bell.

4. All operations underthis grant of special temporaryauthorityshall be on an unprotected and
non—harmful interference basis. Intelsat‘s, KL92, shall not cause harmful interference to, and
shall not claim protection frominterference caused to it by, anyother lawfully operating radio
communication system.

5. In the event ofany harmful interference under this grant ofspecial temporary authority,
Intelsat License LLC, KL92, must cease operations immediately upon notification of such
interference, and must inform the Commission, in writing, immediately of such an event.

6. Grant of this authorization is without prejudice to any determination that the Commission may
make regarding pending or future Intelsat License LLC applications.

7. Any action taken or expense incurred as a result of operations pursuant to this special
temporary authority is solely ‘at Intelsat License LLC‘s risk.

8. This action is issued pursuant to Section 0.261 of the Commission‘s rules ondelegaled

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for
30 days, commencing February 14, 2018, to use its Castle Rock, Colorado Ku—band earth station—call
sign KL92—to provide launch and early orbit phase ("LEOP") services for the Hispasat 1F satellite.
Hispasat 1F is expected to launch on February 14, 2018." Intelsat expects the LEOP period to last
approximately 30 days.

The Hispasat 1F LEOP operations will be performed at the following frequencies: 13249.0 MHz and
13997.5 MHz (RHCP) in the uplink; and 10701.0 MHz and 11448.0 MHz (RHCP) in the downlink.
The LEOP operations will be coordinated with all operators of satellites that use the same frequency
bands and are in the LEOP path." All operators of satellites in that path will be provided with an
emergency phone number where the licensee can be reached in the event that harmful interference
occurs.

In further support of this request, Intelsat herewith attaches Exhibits A, B, and C which contain a
coordination report, 13 GHz report, and waiver requests. In the extremely unlikely event that harmful
interference should occur due to transmissions to or from its earth station, Intelsat will take all
reasonable steps to eliminate the interference.


‘ Intelsat has filed its STA request, FCC Form 159, a $200.00 filing fee, and this supporting letter
electronically via the International Bureau‘s Filing System ("IBFS").
* The in—orbit testing location for Hispasat 1F, which Intelsat understands is licensed by Spain, will be
26.0° W.L. The final location of Hispasat 1F will be 30.0° W.L.
3 SSL, the manager of the Hispasat 1F LEOP mission, will handle the coordination.

Finally, Intelsat clarifies that during the Hispasat 1F LEOP mission, SSL will serve as the mission
manager. SSL will build and send the commands to the Intelsat antenna, which will process and execute
the commands. Telemetry received by Intelsat will be forwarded to SSL. Intelsat will perform the
ranging sessions by sending a tone to the spacecraft periodically. Intelsat will remain in control of the
baseband unit, RF equipment, and antenna.

Grant of this STA request will allow Intelsat to help launch Hispasat 1F. This, in turn, will help provide
additional capacity from the 30.0° W .L. orbital location and thereby promotes the public interest.
