Washington, DC 20554 Re: Request for Special Temporary Authority 18-inch Ku-band Vehicle-mounted Earth Station Antenna Dear Ms. Dortch: Intelsat License LLC (“Intelsat”) herein requests Special Temporary Authority (“STA”) 1 for 30 days commencing August 7, 2017, to utilize a vehicle-mounted 18-inch Rantec Airborne SATCOM terminal to communicate with Intelsat 29e (S2913) while the vehicle is in motion in Maryland, Virginia, North Carolina, South Carolina, Georgia, and Florida in order to test a new product. All testing will occur on the ground and will be performed in the following frequency bands: 14.0-14.5 GHz and 11.7-12.2 GHz. This antenna is the subject of a pending Intelsat Earth Stations Aboard Aircraft application and, as noted therein, has previously been authorized by the Federal Communications Commission (“Commission”) for various experimental operations.2 In further support of this request, Intelsat attaches herewith a radiation hazard analysis report as Exhibit A. Additionally, Intelsat will not operate within 125 km of any TDRSS sites. In order to minimize any potential interference, operations under this STA will conform to the Commission’s Part 25 Vehicle- Mounted Earth Stations rules. Grant of this STA request will allow Intelsat to test a new product.
