Re: Request for Extension of Special Temporary Authority to Utilize Paumalu, Hawaii Earth
Station, KA265, to Perform Tracking, Telemetry, and Control for Intelsat 805 Satellite

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests an additional 60 days, beginning May 2, 2016, of the
Special Temporary Authority (“STA”)1 previously granted Intelsat to utilize its Paumalu, Hawaii C-
band antenna, KA265, to conduct Tracking, Telemetry, and Control (“TT&C”)2 for the Intelsat 805
satellite (Call Sign S2404) at 169.0° E.L.3 Intelsat 805 arrived on station on February 27, 2016.

The Intelsat 805 TT&C operations will continue to be performed using the following frequencies:
3947.5 MHz, 3948.0 MHz, 3952.0 MHz, 3952.5 MHz, 6173.7 MHz, and 6176.3 MHz. Intelsat has filed
an application to permanently modify the KA265 license to allow for TT&C operations at 169.0° E.L.4
Intelsat will continue to perform TT&C operations proposed herein in accordance with its coordination
agreements for 169.0° E.L. and on a non-interference/non-protected basis.

Intelsat incorporates by reference its pending application for authority to use this antenna to transmit in
these frequencies on a permanent basis.5 The application contains detailed technical information
(Exhibits A and B) that demonstrates the operation of the earth station will be compatible with its
electromagnetic environment and will not cause harmful interference into any lawfully operating
terrestrial facility. In the extremely unlikely event that harmful interference should occur due to
transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate the
interference.

Grant of this STA extension request will allow Intelsat to continue providing TT&C services to the
Intelsat 805 satellite at its new location. This, in turn, will help ensure the satellite‘s safe station—keeping
at 169.0° E.L. orbital location and thereby promotes the public interest.

Please direct any questions regarding this STA request to the undersigned at (703) 559—6949.

Respectfully submitted,
