 Lockheed Martin Corporation ("Lockheed") is granted Special Temporary Authority ("STA"),
 under the following conditions, for 30 days, starting March 2, 2016, to operate its
 Carpentersville, New Jersey fixed earth station, call sign E7541, to provide launch and early
 orbit phase ("LEOP") services for Eutelsat 65 West A satellite at permanent orbital location 65°
 W.L, and to provide telemetry, tracking, and command ("TT&C") services. The launch is
 expected to be no earlier than March 4, 2016.

 1. Lockheed will perform the operations in the uplink frequencies (Earth—to—space): 13750.52
 MHZ and 14000 MHz (LHCP, RHCP, H, V) and the downlink frequencies (space—to—Earth):
 10.9497 MHz and 11.2003 MHz (LHCP, RHCP, H, V) within coordinated emission and power
 limits. All operations must comply with the limits established in US 356.

  2. The LEOP operations must be coordinated with all operators of satellites that use the same
  frequency bands and are in the LEOP path. All operators of satellites in that path will be
. provided with an emergency phone number where the licensee can be reached in the event that
  harmful interference occurs, Currently the 24x7 contact information for the Eutelsat 65 West A
  LEOP mission is as follows: Ph.: (609) §65—2658 or (908) 859—4050. Request to speak with Mr.
  Usarzewicz.

3. Operations, shall not cause harmful interference to, and shall not claim protection from,
interference caused to it by any other lawfully operating station and it shall cease transmission(s)
immediately upon notice of such interference.

4. In the event of any harmful interference under this grant of STA, Lockheed (E7541) must
cease operations immediately upon notification of such interference, and must inform the
Commission, in writing, immediately of such an event.

5. Grant of this authorization is without prejudice to any determination that the Commission may
make regarding pending or future Lockheed‘s applications.

6. Any action taken or expense incurred as a result of operations pursuant to this STA is solely at
Lockheed‘s risk.

7. Operations in the 13.75—14.0 GHz band may only exceed 85 dBw/carrier if an emergency
situation exists and the applicant must notify FCCOperationCenter@fee.gov of the situation with
copy to paul.blais@fcee.gov.

8. This action is issued pursuant to Section 0.26 1 of the Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately.

     Lockheed Martin Corporation requests a 30—day STA to use the Ku—band antenna at its
     Carpentersville, NJ earth station to support post—launch/early—operations TT&C for the
     Eutelsat 65W satellite,              which will be launched on or about March 4,                            2016.   STA period to
     commence March 2,          2016 to allow for calibration testing.                       See Exhibit A.
