Special Temporary Authority (STA)

                                                                               STA), for 30
days, beginning August 18, 2015, to use its Hagerstown, Maryland Ku—band earth station,
Call Sign KA258, to provide launchand early orbit phase (LEOP) services for Eutelsat—8
WB satellite at permanent orbital location 1.7° E.L. licensed by France. The in—orbit
testing location will be 8.0 ° W.L.

     1: Uplink (Earth—to—space) frequencies will be on 14250.0 MHz and 14499.8 MHz
         (LHCP) within the coordinated emission and power limits.

         Downlink (space—to—Earth) frequencies will be on 11199.5 MHz, 11200.5 MHz,
         12500.5 MHz, and 12501.0 MHz (LHCP).

         The LEOP operations must be coordinated with all operators ofsatellites that
         use the same frequency bands and are in the LEOP path. All operators of
         satellitesin that path will be provided with an emergency phone number where
         the licensee can be reached in the event that harmfulinterference occurs.
         Currently the 24x7 contact information for the Eutelsat— 8 WB satellite LEOP
         mission is as follows: Ph.: (703) 559—7701 —East Coast Operations Center
         (primary); (310) 525—5591— West Coast Operations Center (back—up). Requests
         to speak with Harry Burnhamor Kevin Bell.

         All operations under this grant of STA shall be on an unprotected and non—
         harmfulinterference basis. Intelsat‘s KA258 shall not cause harmful
         interference to, and shall not claim protection from interference caused to it by,
         any other lawfully operating radio communication system.

        Grant of this authorizationis without prejudice to any determination that the
        Commission may make regarding pending or future Intelsat License LLC
        applications.

        This STA can only be used to provide launch and early orbit phase ("LEOP")
        services for the Eutelsat—8 WB satellite.

        Any action takenor expense incurred as a result of operations pursuant to this
        STA is solely at Intelsat License LLC‘s risk.

    This grantis issued pursuant to Section 0.261 ofthe Commission‘s rules on
    delegated authority, 47 C.F.R. § 0.261, and is effective upon release.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for
30 days, commencing August 18, 2015, to use its Hagerstown, Maryland Ku—band earth station—call
sign KA258—to provide launch and early orbit phase (“LEOP”) services for the Eutelsat—8SWB satellite.
Eutelsat—8WB is expected to be launched on August 18, 2015." The LEOP period is expected to last
approximately 10 days."

The Eutelsat—8WB LEOP operations will be performed in the following frequencies: 14250.0 MHz and
14499.8 MHz (LHCP) in the uplink, and 11199.5 MHz, 11200.5 MHz, 12500.5 MHz, and 12501.0 MHz
(LHCP) in the downlink. The LEOP operatlons will be coordmated with all operators of satellites that
use the same frequency bands and are in the LEOP path." All operators of satellites in that path will be
provided with an emergency phone number where the licensee can be reached in the event that harmful
interference occurs.

In the extremely unlikely event that harmful interference should occur due to transmissions to or from its
earth station, Intelsat will take all reasonable steps to eliminate the interference.


‘ Intelsat has filed its STA request, an FCC Form 159, a $195.00 filing fee, and this supporting letter
electronically via the International Bureau‘s Filing System ("IBFS").
* The permanent orbital location for Eutelsat—8WB, which Intelsat understands is licensed by France, will be at
1.7° E.L. The in—orbit testing location will be 8.0° W.L.
* Intelsat is seeking authority for 30 days to accommodate a possible launch delay.
* Thales Alenia, the manager of the Eutelsat—8 WB mission, will handle the coordination.

Finally, Intelsat clarifies that during the Eutelsat—8WB LEOP mission, Thales Alenia will serve as the
mission manager. Thales Alenia will build and send the commands to the Intelsat antenna, which will
process and execute the commands. Telemetry received by Intelsat will be forwarded to Thales Alenia.
Intelsat will perform the ranging sessions by sending a tone to the spacecraft periodically. Intelsat will
remain in control of the baseband unit, RF equipment, and antenna.

Grant of this STA request will allow Intelsat to help launch the Eutelsat—8WB satellite. This, in turn,
will help provide new services at the 8.0° W.L. orbital location and thereby promotes the public interest.
