Special Temporary Authority (STA)

Intelsat License LLC ("Intelsat") is granted a Special Temporary Authority (STA), for 30
days, beginning May 20, 2015, to utilize a 9.2 m Ka—band antenna located at its
Riverside, California teleport, to provide launch and early orbit phase (LEOP) services
for DIRECTV—15 satellite to its in—orbit test location at 66.8° W.L. under the following
conditions:

     1. Uplink (Earth—to—space) frequencies to DIRECTV—15 satellite are 29502.5 MHz
        and 29505.9 MHz (LHCP & RHCP) center frequencies within coordinated
        emission and power limits.

        Downlink (space—to—Earth) frequencies from DIRECTV—15 satellite are 20198.5
        MHz and 20199.5 MHz (LHCP & RHCP) center frequencies.

        The LEOP operations must be coordinated with all operators of satellites that use
        the same frequency bands and are in the LEOP path. All operators of satellites
        in that path will be provided with an emergency phone number where the
        licensee can be reached in the event that harmful interference occurs. Currently
        the 24x7 contact information for the DIRECTV—15 satellite LEOP mission is as
        follows: Ph.: (703) 559—7701 —East Coast Operations Center (primary); (310)
        525—5591— West Coast Operations Center (back—up). Requests to speak with
        Harry Burnham or Kevin Bell.

        All operations under this grant of STA shall be on an unprotected and non—
        harmful interference basis. Intelsat‘s KA258 shall not cause harmful
        interference to, and shall not claim protection from interference caused to it by,
        any other lawfully operating radio communication system.

        In the event of any harmful interference as a result of operations under this grant
        of STA, Intelsat shall cease operations immediately upon notification of such
        interference and shall immediately inform the Commission, in writing, of such
        an event. _

        Any action taken or expense incurred as a result of operations pursuant to this
        STA is solely at Intelsat License LLC‘s risk.

    This grant is issued pursuant to Section 0.261 of the Commission‘s rules on
    delegated authority, 47 C.F.R. § 0.261 and_ls_effectme.upon release.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for
30 days, commencing May 20, 2015, to utilize a 9.2m Ka—band antenna located at its Riverside,
California teleport to provide launch and early orbit phase ("LEOP") services for the DIRECTV—15
satellite. DIRECTV—15 is expected to be launched on May 20, 2015. The LEOP period is expected to
last approximately 10 days."

The DIRECTV—15 LEOP operations will be performed in the following frequency bands: 29502.5 MHz
and 29505.9 MHz (LHCP & RHCP) in the uplink, and 20198.5 MHz and 20199.5 MHz in the downlink
(LHCP & RHCP). The LEOP operations will be coordinated with all operators of satellites that use the
same frequency bands and are in the LEOP path.* All operators of satellites in that path will be provided
with an emergency phone number where the licensee can be reached in the event that harmful
interference occurs.

‘ Intelsat has filed its STA request, an FCC Form 159, a $195.00 filing fee, and this supporting letter
electronically via the International Bureau‘s Filing System ("IBFS").
> DIRECTV—15 will be in—orbit tested at 66.8° W.L. and the satellite‘s permanent orbital location will be 102.75°
W.L. The 9.2m Ka—band antenna will not be used to drift the satellite to its permanent location. DIRECTV—15 is
a hybrid multi—band satellite, which includes payloads in three frequency bands. DIRECTV Enterprises, LLC has
been licensed by the United States for the 17/24 GHz BSS portion of this satellite under call sign $2712 and has
applied for a license from the United States for the other payloads. See DIRECTYV Enterprises, LLC, 24 FCC Red.
