I. BACKGROUND

EchoStar currently operates four Direct Broadcast Satellites ("DBS") at the nominal 61.5°

W.L. orbital location: EchoStar 3 (61.8° W.L.), EchoStar 12 (61.35° W.L.), EchoStar 15 (61.65°

W.L.), and EchoStar 16 (61.5° W.L.). Prior to the arrival of EchoStar 16 at 61.5° W.L., EchoStar

15 and EchoStar 12 had been carrying all of the traffic from that orbital location. EchoStar 3 has

been acting as an in—orbit spare." EchoStar has completed the transfer of traffic to EchoStar 16

and continues to optimize the use of its satellite fleet in the 61.5° W.L. cluster for DISH services.

IL. GRANT OF THIS APPLICATION IS IN THE PUBLIC INTEREST

These applications are in the public interest for the reasons set forth in the original STA

grants, which are incorporated herein by reference." Furthermore, grant of these applications

will ensure the continued safe operation of EchoStar 16 at the nominal 61.5° W.L. orbital

location.

IV. CONCLUSION

For the foregoing reasons, EchoStar Broadcasting respectfully requests the grant of its

application for renewal of 60—day special temporary authority to operate four earth stations (Call
