Re:    Request for Extension of Special Temporary Authority
       9.2m Ka-band Antenna, Riverside, California

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a 30-day extension – through
January 13, 2013 – of the Special Temporary Authority (“STA”) 1 previously
granted to allow Intelsat to utilize a 9.2m Ka-band antenna located at its
Riverside, CA teleport for testing with Intelsat’s Galaxy 28 satellite at 89.0°
W.L.2 Intelsat seeks this extension because the testing has not been completed.

The testing will continued to be performed in the following frequencies: 29.625
GHz (L) and 29.791 GHz (R) (uplink) and 19.825 GHz (R) and 19.991 GHz (L)
(downlink). The maximum uplink EIRP per carrier will be 69.2 dBW. Intelsat
has coordinated the proposed transmissions with the operators of all co-
frequency, co-coverage satellites within plus/minus six degrees of 89.0° W.L.
Specifically, Intelsat has coordinated the proposed transmissions with Telesat
Canada, the operator of the Nimiq 1 satellite at 91.0° W.L. In the extremely
unlikely event that harmful interference should occur, Intelsat will take all
reasonable steps to eliminate the interference.

In further support of this request, Intelsat incorporates herein by reference the
relevant technical parameters set forth in FCC Form 312, Schedule B, which
was included as Exhibit A in the original STA request. In addition, Intelsat
incorporates by reference the radiation hazard report and antenna gain patterns
previously submitted for this antenna.3

Grant of this STA extension request will enable Intelsat to continue to test the
9.2m antenna in anticipation of utilizing the antenna for IOT of a Ka-band

satellite to be launched in the near future. This testing therefore will serve the
public interest by potentially assisting in providing additional broadband service
to consumers in the United States.
