               Ellenwood, Georgia Earth Station E940532

Dear Ms. Dortch:

PanAmSat Licensee Corp. (“PanAmSat”) herein requests a further 60-day
extension -- through January 19, 2011 -- of the Special Temporary Authority
(“STA”)1 originally granted PanAmSat to utilize its Ellenwood, Georgia Ku-
band earth station -- call sign E940532 -- to provide telemetry, tracking and
command (“TT&C”) services to the Intelsat 11 satellite at 43.0º W.L.2
PanAmSat has a pending application to modify the E940532 license to add
Intelsat 11 at 43.0º W.L. as a point of communication.3

The Intelsat 11 TT&C operations will continue to be performed in the
following frequency bands:

    •   13246.5 MHz and 13995.5 MHz in the uplink, and
    •   11448 MHz and 11449 MHz in the downlink.

The TT&C operations at 43.0º W.L. are compliant with PanAmSat’s
coordination agreements governing operations at that location.

PanAmSat incorporates herein by reference the exhibits previously submitted,
which contain technical information concerning the TT&C operations. As
PanAmSat previously noted, the proposed TT&C operations will be within the
antenna’s licensed parameters. In addition, the proposed operations will
comply with the two-degree spacing requirements set forth in Section
25.211(d)(2) of the FCC’s rules. As such, the operations of other lawfully
operating terrestrial radio communications facilities will not be subject to
electromagnetic interference levels above the levels that they would receive
under normal operation in accordance with the terms of their licenses.

Grant of this STA further extension request will allow PanAmSat to continue
required TT&C operations for the Intelsat 11 satellite while it conducts the
antenna swap needed to accommodate customers whose current antenna is in
need of replacement amplifiers. Thus, grant of this STA further extension
request will help ensure continuity of service to these customers, as well as
safe station-keeping of the satellite, thereby promoting the public interest.
