        Hawaii Pacific Teleport, L.P. is currently providing Internet service to International
        Security Assistance Force (ISAF) military in Afghanistan using JCSAT3A satellite which
        provides sufficiently short latency between Afghanistan and the USA to enable the military
        to use the satellite for secure Host/Client communications. However there is now

12. Description

Hawaii Pacific Teleport, L.P. is currently providing Internet service to International Security
Assistance Force (ISAF) military in Afghanistan using JCSAT3A satellite which provides
sufficiently short latency between Afghanistan and the USA to enable the military to use the
satellite for secure Host/Client communications. However there is now insufficient capacity left
on JCSAT3A satellite to support recent new troop deployments in Afghanistan and therefore HPT
urgently needs to be able to provide service to Afghanistan on Apstar6 satellite which has
capacity available.    ISAF is the International Security Assistance Force which is the military
force in Afghanistan operated by NATO (North Atlantic Treaty Organization) comprising US and
allied troops. It has a US command and is commanded by Gen. Stanley McChrystal.
