November 13, 2008 iNTELLICOM L-3 Communications – Titan Corporation Request for STA File Numbers SES-LIC-20070322-00396 Call Sign E060390 We request special temporary authority (“STA”) to operate a two-way ground mobile satellite system in the 11.7-12.2 GHz downlink band and the 14.0-14.5 GHz uplink band communication, during the pendency of the license application for full authority to operate. See File No. SES-LIC- 20070322-00396. All of the technical information relevant to this STA request is contained in the pending application and associated amendments. Intellicom, on behalf of L3, filed the application on 3/22/2007. The application was accepted for filing and placed on public notice on 3/28/2007. Comments were filed during the public notice period and Intellicom addressed all of the comments. We seek this STA to commence operation of its system while the application for full authority remains pending. An STA is appropriate in cases, such as this, where the underlying earth station application has remained pending for a long period of time. In adopting Section 25.120 of the rules regarding STAs, the Commission expressly recognized that staff would typically consider STA requests, based on the need to commence service, when an application is pending for more than 60 days, including in cases where the application is non-routine and cannot be granted in 60 days. L-3’s application has been pending for well over 60 days, and thus this request meets the Commission’s standard for an STA. L-3’s operation of the proposed system has been coordinated with adjacent satellite operators. Therefore, the operations proposed by this STA request will not cause harmful interference into other operations.
