Dear Ms. Nguyen:

Per your request, we are providing additional information relating to the
request filed by PanAmSat Licensee Corp. (PanAmSat) for Special Temporary
Authority (STA) to operate a new earth station in Phillipsburg, NJ. PanAmSat
needs the STA in order to test a data link between the earth station and the
Galaxy 13 satellite, which is located at 127° W.L. The testing, which will
employ a 128 kbps duplex carrier, will enable PanAmSat to verify the integrity
of the data carrier. PanAmSat will be conducting the testing in anticipation of
using the antenna, once it has been licensed, to support various launch
missions, beginning with the upcoming Galaxy 16 launch.
