Dear Ms. Dortch:

       Pursuant to Section 1.65 of the Commission‘s rules, 47 C.F.R. § 1.65, the undersigned,
on behalf of Vision Accomplished, Inc. d/b/a Transvision International, hereby updates the
record of the above—referenced application for special temporary authority ("STA") to provide
new and additional information of decisional significance to the Commission.

        The event for which this STA is required is the Sony Open PGA Golf Tournament in
Hawaii taking place from January 9—15, 2005 in Honolulu (testing of the link is to take place in
December 2005). Sony TV, a major television station in Japan, is one of the main sponsors of
this event and has now contracted with Space Communications Corporation ("SCC") to use the
SUPERBIRD—B2 satellite for the main feeder link transmissions back to Japan, and Vision
Accomplished will provide the associated uplink earth station services. Thus, the interested
parties have definitively concluded that the SUPERBIRD—B2 satellite provides the optimal
capacity to utilize in the context of video coverage of this event. Vision Accomplished will
conduct operations under the requested STA only to support video uplink services for this event,
and will not request renewal of this STA.

      As you may know, the Sony Open in Hawaii has generated millions of dollars for the
Hawaiian economy and raises money and awareness for some of Hawaii‘s most notable
charitable causes. Indeed, the Sony Open in Hawaii has grown into the largest charity sporting
event in the Hawaiian Islands, raising more than $5 million to ensure that women and children
throughout Hawaii receive the critical health and social services they need. (See

        Grant of the requested STA is critical because the timing of the event is established and
grant of SCC‘s pending Petition to place the SUPERBIRD—B2 satellite on the Permitted List will
not be granted in time to support the operations. Furthermore, substantial public benefits will
result from video coverage of this charitable sporting event and there will be no public harm
because the operations will take place for a limited period of time, be conducted in accordance

with the Commission‘s two—degree spacing policies and are fully consistent will the international
trade and telecommunications policy initiatives of the United States.

       In sum, there are extraordinary circumstances and substantial public interest benefits
supporting grant of the requested STA, and the public interest would suffer by failure to grant the
request in the unique circumstances of this case. If you require any additional information to
rules favorably on this request, please do not hesitate to contact the undersigned.
