SES Americom, Inc. did not anticipate a delay in the licensing process due to a misinterpretation of the requirements for Ka−band licensing specified in 47CFR25.138. The amendment to correct the discrepancy was filed in October, however it is not anticipated that the grant of the license will take place prior to the requirement to begin test 13. 12. Description SES Americom, Inc. did not anticipate a delay in the licensing process due to a misinterpretation of the requirements for Ka−band licensing specified in 47CFR25.138. The amendment to correct the discrepancy was filed in October, however it is not anticipated that the grant of the license will take place prior to the requirement to begin test operations while the necessary technical staff and resources are on site. Therefore, SES Americom, Inc. respectfully requests Special Temporary Authority beginning 11/22/2004 until the license is granted. 5
