12. Description Terremark Worldwide, Inc. is installing a C−band transmit/receive earth station in Miami, Florida. This earth station is to be part of a U.S. Federal Government network, and will provide digital audio, video and data services on that network. To ensure that this antenna will be operational in time to meet critical governmental and customer service dates, Terremark Worldwide, Inc. requests a Special Temporary Authority. A grant of Special Temporary Authority will enable Terremark to perform antenna verification tests and ultimately meet urgent governmental demands concerning operations on the network, necessary in the furtherance of the public interest. 5
