12. Description. STA to operate the Kapolei earth station (E980250) to provide services to World Trade Organization (WTO) member countries, to the Commonwealth of the Northern Mariana Islands (CNMI) and the Compact of Free Association for the Federated States of Micronesia (FSM), the Republic of the Marshall Islands (RMI) and Guam using the Telstar 18/Apstar V Satellite launched on June 28, 2004, and operating at 138 degrees E.L. (See attachement A for complete STA request and attachment B for a technical summary).

13.
