REQUEST FOR SPECIAL TEMPORARY AUTHORITY PanAmSat Licensee Corp. ("PanAmSat"), by its attorneys and pursuant to Section 25.120 of the Commission's rules, hereby requests Special Temporary Authority ("STA"), beginning as soon as possible and continuing for a period of 60 days, for its CK-8 earth station (Call Sign E990323) to communicate with DIRECTV 3 in the manner described herein.1 In particular, PanAmSat seeks an STA to use CK-8 to provide tracking, telemetry, and command ("TT'&C")to DIRECTV 3 while: (1)the spacecraft is relocated from a storage orbit to a geostationary orbit at 82" W.L.; (2) maneuvers are performed at 82" W.L. to eliminate the inclination of the satellite; (3) the satellite is relocated from 82" W.L. to 91" W.L.; and (4)the satellite is on station at 91" W.L. Operations will be in accordance with the technical parameters set forth in PanAmSat's license for CK-8, as revised in a license modification application, filed concurrently with this STA request, seeking to add DIRECTV 3 as a point of communication for CK-8. DIRECTV Enterprises, LLC ("DIRECTV") is the licensee of DIRECTV 3, which operates in the Direct Broadcast Satellite service. DIRECTV has filed a request for an STA to relocate DIRECTV 3to 82" W.L. and to operate the TT&C payload on the satellite during the relocation and for a period of time once it is on station.2 As stated in its STA request, DIRECTV has agreed to lease all of the capacity on DIRECTV 3 to Telesat Canada, which has an urgent need for additional capacity that can be used to provide direct-to-home service in Canada. Grant of PanAmSat's STA request for CK-8 is in the public interest because it will facilitate this service. Accordingly, and for good cause shown, PanAmSat respectfully requests an STA for CK-8 to communicate with DIRECTV 3 in the manner described herein.
