                                            Application Description

          LightSquared Subsidiary LLC (“LightSquared”) hereby seeks authority to modify its

existing satellite carrier monitoring system (“SCMS”). LightSquared is authorized to construct

and operate a SCMS consisting of five technically identical, remote transmit/receive earth

stations. See FCC File Nos. SES-LIC-20100412-00441, SES-MOD-20100927-01241, and SES-

MOD-20110107-00025. The information provided in those applications is incorporated herein. 1

          In this application, LightSquared seeks authority to add another remote transmit/receive

earth station location in San Diego, California. See Table 1 below. The proposed San Diego

station will be technically identical to, and will operate in the same manner as the existing earth

stations. 2 LightSquared has also recently decommissioned the facilities located in Eureka,

California (SCMS #3) and requests that facility be removed from its authorization. The

applicant seeks no other changes to the license.

    LightSquared believes that its response of “No” to Question 42a (i.e. whether the applicant intends to use a non-
    U.S. licensed satellite to provide service in the United States) is appropriate and correct because LightSquared in
    this application seeks only to provide monitoring functions with MSAT-1 and will not provide service from
    MSAT-1 using the SCMS earth stations. In any event, LightSquared submits that no additional information is
    required in this application to communicate with MSAT-1. The information normally required under 47 C.F.R. §
    25.137 and in response to Question 42 for foreign-licensed satellites has already been provided to and approved
    by the Commission in prior applications and LightSquared incorporates that information by reference. See, e.g.,
