This is a reply to your email on behalf of Robert Beizer. In your absence, I spoke with
Shahnaz Ghavami, so am copying her and Scott Kotler.

This is in reply to your email regarding the application to modify uplink license E890983
(file SES-MOD-20051011-01393). As stated, this application is intended to add digital
emission designators to the license. Since there is no change in the authorized antenna,
and no change in the total EIRP, a radiation hazard study is believed unnecessary.

However, please note the following: The IB database entries for this license are a bit
scrambled. For example, the antenna manufacturer is listed as Vertex Communications,
and the model number is "Corp." Vertex has never had an antenna model of "Corp."
Thus the application provides the authorized antenna's model number of "2.6 DMK".
Also, several items in the on-line "unofficial" license copy are listed as "0" where it is
believed there should be some more appropriate value listed. The application data
provides the appropriate information where necessary. An assumed total power level of
77 dBW for all carriers is given in the application, but is listed on the license under Max
EIRP/Carrier (the maximum aggregate output EIRP for all carriers on the license is listed
as "0"). The on-line license also indicates a value of 40.47 dBW/4 kHz for the 36 MHz
emission, which exceeds the antenna input power density according to our calculations,
so the application seeks to correct that value to 36.2 dBW/4 kHz. Also, the antenna gain
listed on the license shows 50.1 dBi at 14,000 MHz (band edge) instead of the 50.2 dBi at
14,250 MHz (center channel) specification as provided in the manufacturer's data.

Because of the above information, it may appear that the antenna (and the EIRP) has
changed. In fact, the antenna for this uplink is not being changed, and the information is
being provided to correct the database. In an abundance of caution on our part, an RF
Statement has nevertheless been prepared (see attached) to supplement the application.
