  Dear Ms. Dortch:

         RaySat, Inc. ("RaySat") respectfully requests that the Commission afford this
  application proceeding "permit but disclose" status under Section 1.1206 of the rules.‘
  This application proceeding raises complex and novel issues and Commission
  consideration of these issues would be furthered by the enhanced exchange of
  information afforded by "permit but disclose" status, subject to disclosure of such
  communication to interested parties. Furthermore, ViaSat, Inc. and Parsons
  Transportation Group Inc., the only commenters in the proceeding, have consented to
  RaySat‘s request for "permit but disclose" status. Because Commission consideration of
  the pending application would be enhanced and all interested parties support this request,
  grant of "permit but disclose" status would serve the public interest.
