                          Dear Ms. Dortch:

                          Latam Telecommunications, LLC (“Latam”), Puerto Rico Telephone Company, Inc.
                          (“PRTC”), and Claro Chile, S.A. (“Claro Chile”) (together, the “Applicants”), by
                          counsel, file this letter pursuant to Section 1.65 of the Federal Communications
                          Commission’s (“FCC” or “Commission”) rules1 to provide updated information for
                          the above-referenced pending application for a license to construct, land, and
                          operate a fiber-optic submarine cable system to be known as the América Móvil
                          Submarine Cable System (“AMX1 System”), directly linking the continental United
                          States, the Dominican Republic, Puerto Rico, Brazil, Colombia, Guatemala, and
                          Mexico. Specifically, Applicants herein provide updated information about
                          Applicants’ foreign carrier affiliations and interlocking directorates.

                          Through their ownership by América Móvil, Applicants are now affiliated with
                          Teléfonos de México, S.A.B. de C.V. (“Teléfonos”), a carrier in Mexico, and KPN
                          NV (“KPN”), a carrier in the Netherlands, Germany, and Belgium. These new
                          affiliations are a result of América Móvil’s increased ownership participation in
                          Teléfonos and KNV.2 As the Commission is aware, Applicants are already
                          considered dominant with respect to the U.S.-Mexico route3 and have already

agreed to accept and abide by the reporting requirements in Section 1.767(l) of the
Commission’s rules, 47 C.F.R. § 1.767(l).4

In addition, Applicants provide the following updated interlocking directorate
information for PRTC and Claro Chile:5

         PRTC: Alejandro Cantú Jiménez, and Carlos José García Moreno Elizondo
          are members of both PRTC’s and Infracel’s board of directors. Daniel Hajj
          Aboumrad is a member of both PRTC’s and Teléfonos’ board of directors.

         Claro Chile: Alejandro Cantú Jiménez, Salvador Cortes Gómez, and Oscar
          Von Hauske Solís are members of both Claro Chile’s and Infracel’s board of
          directors. Daniel Hajj Aboumrad and Oscar Von Hauske Solís are members
          of both Claro Chile’s and Teléfonos’ board of directors.
