 Unless otherwise specified herein, operations under this grant must comport with the legal and technical
 specifications set forth by the applicant or petitioner and with Federal Communication Commission‘s rules
 not waived herein.

      1.   Terra Bella shall avoid interfering with existing space agency missions using the same ground stations by
         yielding priority to said missions when scheduling conflicts arise.
      2. Operations under this STA shall be in accordance with the current signed MOA between Terra Bella,
           NASA, Department of Commerce (NOAA) and USAF

 Licensee/grantee is afforded thirty (30) days from the date of release of this action to decline the grant as
 conditioned. Failure to respond within this period will constitute formal acceptance of the grant as conditioned.

 This action is taken pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47 CFR § 0.261,
 and is effective upon release.

 Station licenses are subject to the conditions specified in Section 3>09(h) of the Communications Act of 1934, as
 amended, 47 U.S.C. § 309(h).

‘ Condition 6 of the space station authorization for the Terra Bella constellation lists specific earth station locations to which
the satellites are authorized to transmit in the 8025—8400 MHz frequency band. See File No. SAT—MOD—20150408—00019.
The Inuvik, Svalbard, and Troll earth stations are not included in the list of Condition 6. This grant of STA authorizes
transmissions to the Inuvik, Svalbard, and Troll earth stations on a temporary basis, but does not otherwise change the terms
and limitations of Condition 6.

                                 EXHIBIT A — NARRATIVE STATEMENT

        Terra Bella Technologies Inc. (Terra Bella) hereby requests Special Temporary Authority
(STA)‘ to transmit remote—sensing and telemetry data in the 8025—8400 MHz frequency band to
additional earth stations not included in Condition 6 of Terra Bella‘s current authority to launch
and operate a constellation of commercial remote sensing satellites (FCC Call Sign $2862).2 At
this time, Terra Bella is operating seven satellltes SkySat—1 through SkySat—7, under this
authorization.

      Condition 6 permits transmission of remote—sensing and telemetry data in the
8025—8400 MHz frequency band only to and when within the line of sight of earth stations in
 Fairbanks, Alaska, and Tromsg, Norway. On March 17, 2017, Terra Bella filed an application to
modify the authorization for FCC Call Sign $2862 to include additional satellites." The
modification application includes a request to modify Condition 6 permanently, so that it
expressly permits space—to—earth downlink of remote—sensing and telemetry data in the
8025—8400 MHz band to all earth station locations approved for such transmissions under the
Memorandum of Agreement between Terra Bella and the National Aeronauhcs and Space
Administration (MOA), or any successor agreement.

         Pending the requested grant of that modification request, Terra Bella hereby requests
60—day temporary authority to transmit remote—sensing and telemetry data in the 8025—8400
MHz frequency band to the following additional earth stations when within their line of sight:

        e    Inuvik NT, Canada (LLA: 68.32547,—133.60961, 33m)
        e   Svalbard, Norway (LLA: 78.22692, 15.41658, 498m)
        e   Troll, Antaretica     (LLA:—72.01120, 2.55360, 1366m)

        All three earth stations are approved for space—to—earth downlink of remote—sensing and
telemetry data in the 8025—8400 MHz band under the MOA between Terra Bella and NASA, and
would be used under the requested STA in compliance with the terms of that agreement.

        The STA is sought for a period of 60 days commencing as soon as possible to
accommodate immediate capacity needs.

        Grant of this STA will serve the public interest by facilitating Terra Bella‘s operation of its
seven high—resolution imagery satellites, which enhances competition and expands U.S.
capabilities in the market for commercial remote sensing data. Terra Bella‘s innovative
approach—using small, lightweight, and low—cost satellites—allows the company to meet the
growing demand for high resolution imagery in a cost—effective, timely manner, and deployment
of the proposed satellites will further enhance Terra Bella‘s EESS capabilities. Absent grant of
the requested STA, Terra Bella will be unable to utilize the full capacity of its existing satellites to
meet commercial demand.
