Washington, DC 20554 Re: Request for Special Temporary Authority Call Sign: S2673 Dear Ms. Dortch: DIRECTV Enterprises, LLC (“DIRECTV”) hereby requests Special Temporary Authority (“STA”) to operate its DIRECTV 5 satellite with the spacecraft reoriented so as to position its downlink beam more directly over Puerto Rico. DIRECTV requests that this STA be granted for up to 60 days beginning as soon as possible. DIRECTV 5, a Direct Broadcast Satellite spacecraft, currently operates at the 110.1° W.L. orbital location. In order to provide better service to viewers in Puerto Rico, DIRECTV has applied for a modification of the DIRECTV 5 license to authorize reorientation of the spacecraft so that the main portion of the downlink beam would cover that U.S. territory. 1 The requested STA would allow DIRECTV to operate as proposed in order to accomplish this objective while its underlying application is being processed. Grant of this STA request will serve the public interest by allowing DIRECTV to adjust its satellite assets to provide better, more reliable service to viewers in Puerto Rico as soon as possible. In addition, grant of this STA request will not result in increased risk of harmful interference to any other system, as demonstrated by the analysis submitted with the underlying application, and as confirmed by the fact that DIRECTV will operate on a non-harmful interference basis. 1 See IBFS File No. SAT-MOD-20131114-00133.
