The request of Intelsat North America LLC (Intelsat) for an extension of special temporary
authority, IBFS File No. SAT—STA—20100614—00131, is granted. Accordingly, Intelsat is
authorized, for a period of 30 days commencing on June 18, 2010, to conduct Telemetry,
Tracking, and Telecommand (TT&C) operations with the Intelsat 603 space station (Call
Sign 2399) and to provide Fixed Satellite Service (FSS) temporarily in certain C—band
frequencies from the 11.5° E.L. orbital location. Specifically, Intelsat is authorized to
provide FSS from this location in the 4040—4200 MHz (space—to—Earth) and 6265—6425
MHz (Earth—to—space) frequency bands, and to conduct TT&C using the following
frequencies:

Telecommand: 6173.7 MHz (LHCP) and 6176.3 MHz (LHCP)

Telemetry: 3947.5 MHz (RHCP), 3948.0 MHz (RHCP),
3952.0 MHz (RHCP), and 3952.5 MHz (RHCP)

This authorization shall be in accordance with the technical specifications set forth in
Intelsat‘s application, Federal Communications Commission (Commission) rules, and the
following conditions:

         1. Intelsat‘s operations at the 11.5° E.L. orbital location shall be on a non—
harmful interference basis, i.e., Intelsat shall not cause harmful interference to, and shall
not claim protection from, interference caused to it by, any other lawfully operating space
station.

       2. In the event of any harmful interference during Intelsat‘s operations at the
11.5° E.L. orbital location, Intelsat shall cease operations immediately upon notification of
such interference, and shall inform the Commission, in writing, immediately of such an
event.

         3. While at the 11.5° E.L. orbital location, Intelsat shall maintain the Intelsat
603 spacecraft with an east/west longitudinal station—keeping tolerance of +/— 0.05 degrees.

        4. This authorization is also issued on the understanding that the Commission
remains the licensing administration, for purposes of ITU Radio Regulation 18.1, for the
Intelsat 603 space station, and that its operations are pursuant to ITU Radio Regulation 4.4.

       5. Intelsat‘s request that the Part 25 technical waivers previously granted to the
Intelsat space station for operations at the 24.5° W.L. and 19.95° W.L. orbital locations
continue to apply to the temporary operations at the 11.5° E.L. orbital location IS

| Dear Ms. Dortch: ‘

Intelsat North America LLC (“Intelsat”) herein requests an extension of Special
Temporary Authority. ("STA")‘ for 30 days to continue operatmg certain C—
band communications frequencies, along with TT&C carriers, on the Intelsat
 603 satellite (call sign $2399) at 11.5° E.L. —

The Intelsat 603satellite is currently located at 11.5° E.L. and operating
pursuant to an FCC grant of STA in the 4040—4200 MHz (space to Earth) and
6265—6425 MHz (Earth to space) frequencies, along with TT&C carriers."
Intelsat also has a pending request to re—flag Intelsat 603 from United States
hcensmg to United Kingdom licensing.* Until such time as theexchange of
licensing administrations can occur, Intelsat seeks STA to continue to operate

‘ Intelsat has filed this STA request, an FCC Form 159 and an $830.00 fihng fee

Geographlc Serv1ce Area: The communications frequen01es being requested
here will be received or transmitted through C—band beams that cover Europe, _
Africa, and small portions of Asia and South America.

Waivers: Intelsat requests that, to the extent necessary, the Part 25 waivers
originally granted to the Intelsat 603 spacecraft continue to apply at the 11.5°
E.L. location, namely, the waivers of Sections 25.202(g), 25.210(a)(1),
25.210(a)(3), 25.210(c), 25.210(i) and 25.211(a) of the Commission‘s rules.©

Conditions. Intelsat agrees to operate in accordance with conditions imposed

Grant of this application will serve the public interest by allowing Intelsat to
continue to operate in C—band frequencies on the Intelsat 603 satellite that are
required following the transition of two customers off the NSS—5 satellite. In
addition, grant of this request will provide additional time for the FCC and
regulatory agency in the United Kingdom, Ofcom, to reach an understanding on
the transfer of licensing responsibility for the Intelsat 603 spacecraft.

Grant of this STA extension is not expected to cause any harmful interference.
The only operational satellite using C—band frequencies within five degrees of
the 11.5° E.L. orbital location is the W2A satellite operated by Eutelsat.
However, the W2A satellite does not include frequencies inthe range being
requested herein for the Intelsat 603 communications payload. Command and
telemetry frequencies are transmitted from and to a very large earth station
antenna and have already been coordinated with Eutelsat. Moreover, Intelsat
agrees to operate the frequencies identified above on a non—interference, non—
protected basis and in the unlikely circumstance that interference is generated to
any other satellite, Intelsat agrees to immediately cease transmissions until the
_ interference concerns of the interfered—with operator are satisfactorily resolved.

For the reasons set forth herein, Intelsat respectfully requests that the
Commission grant this request for STA for an additional 30 days to operate
 certain C—band frequencies on Intelsat 603 at 11.5° E.L.

 Sincerely,
