The request of Intelsat North America LLC (Intelsat) for special temporary authority, IBFS File
No. SAT—STA—20100528—00116, is granted. Accordingly, Intelsat is authorized, for a period of
30 days commencing on June 2, 2010, to conduct Telemetry, Tracking, and Telecommand
(TT&C) operations with the Galaxy 27 space station (Call Sign 2159) and to provide Fixed—
Satellite Service (FSS) temporarily in certain C— and Ku—band frequencies from the 45.1° E.L.
orbital location. Specifically, Intelsat is authorized to provide FSS from this location in the
3700—4200 MHz (space—to—Earth), 5925—6425 MHz (Earth—to—space), 11.7—12.2 GHz (space—to—
Earth), and 14.0—14.5 GHz (Earth—to—space) frequency bands, and to conduct TT&C using the
6423.5 MHz and 4199.5 MHz frequencies. This authorization shall be in accordance with the
technical specifications set forth in Intelsat‘s application, Federal Communication Commission‘s
rules, and the following conditions:

        1.      Intelsat‘s operations at the 45.1 ° E.L. orbital location shall be on a non—harmful
interference basis, i.e., Intelsat shall not cause harmful interference to, and shall not claim
protection from, interference cause to it by, any other lawfully operating space station.
        2.      In the event of any harmful interference during Intelsat‘s operations at the 45.1°
E.L. orbital location, Intelsat shall cease operations immediately upon notification of such
interference, and shall inform the Commission, in writing, immediately of such an event.
       3.      While at the 45.1° E.L. orbital location, Intelsat shall maintain the Galaxy 27
spacecraft with an east/west longitudinal station—keeping tolerance of +/— 0.05 degrees.
       4.     This authorization is also issued on the understanding that the Federal
Communications Commission remains the licensing administration, for purposes of ITU Radio
Regulation 18.1, for the Galaxy 27 space station, and that its operations are pursuant to ITU
Radio Regulation 4.4.
        5.      Intelsat shall prepare and submit to the Federal Communications Commission,
within fifteen days following this grant, materials for submission to the ITU, pursuant to Article
8.4 of the Radio Regulations, in connection with the operations of Galaxy 27 at the 45.1° E.L.
orbital location.
        6.     Any action taken or expense incurred as a result of operations pursuant to this
special temporary authority is solely at Intelsat‘s own risk.
       7.      This action is issued pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately.

                                                                    Dear Ms. Dortch:

                                                                    Intelsat North America LLC ("Intelsat") herein requests Special Temporary
                                                                    Authority (“STA”I) for 30 days beginning June 2, 2010 to operate the
                                                                    communications frequencies and TT&C carriers on the Galaxy 27 satellite at

                                                                    The specific communications frequencies for which Intelsat seeks authority are:

                                                                    3700—4200 MHz (space to Earth) and 5925—6425 MHz (Earth to space)

 communications payload transmissions on June 3, 2010. The payload
 transmissions are for mission critical services for a U.S. Government customer.

  Grant of this application will serve the public interest by allovs'/ing Intelsat to
  operate at 45.10° E.L. and thereby help ensure a timely start of mission critical
_ services to a U.S. Government customer. In addition, grant of STA will allow
  the Commission more time to consider the pending application to re—flag the
  satellite from U.S. to German licensing authority. .

 Intelsat will operate the spacecraft so as to ensure that it will not cause
 interference to adjacent satellites. As such, grant of the requested STA will not
 present any significant risk of interference to other users. Moreover, Intelsat
 will operate at 45.10° E.L. on a non—interference, non—protected basis.

 Commission expeditiously grant this request to operate the TT&C and
 communications frequencies on Galaxy 27 at 45.10° E.L.
