The request of Intelsat North America LLC (Intelsat) for special temporary authority,
IBFS File No. SAT—STA—20100519—00104, is granted. Accordingly, Intelsat is
authorized, for a period of 30 days commencing on May 20, 2010, to conduct Telemetry,
Tracking, and Telecommand (TT&C) operations with the Intelsat 603 space station (Call
Sign 2399) and to provide Fixed—Satellite Service (FSS) temporarily in certain C—band
frequencies from the 11.5° E.L. orbital location. Specifically, Intelsat is authorized to
provide FSS from this location in the 4040—4200 MHz (space—to—Earth) and 6265—6425
MHz (Earth—to—space) frequency bands, and to conduct TT&C using the following
frequencies:
       Telecommand: 6173.7 MHz (LHCP) and 6176.3 MHz (LHCP)
       Telemetry:       3947.5 MHz (RHCP), 3948.0 MHz (RHCP),
                        3952.0 MHz (RHCP), and 3952.5 MHz (RHCP)

This authorization shall be in accordance with the technical specifications set forth in
Intelsat‘s application, Federal Communication Commission (Commission) rules, and the
following conditions:
        1.      Intelsat‘s operations at the 11.5 ° E.L. orbital location shall be on a non—
harmful interference basis, i.e., Intelsat shall not cause harmful interference to, and shall
not claim protection from, interference cause to it by, any other lawfully operating space
station.
        2.      In the event of any harmful interference during Intelsat‘s operations at the
11.5° E.L. orbital location, Intelsat shall cease operations immediately upon notification
of such interference, and shall inform the Commussion, in writing, immediately of such
an event.
        3.      While at the 11.5° E.L. orbital location, Intelsat shall maintain the Intelsat
603 spacecraft with an east/west longitudinal station—keeping tolerance of +/— 0.05
degrees.
       4.     This authorization is also issued on the understanding that the Federal
Communications Commiuission remains the licensing administration, for purposes of ITU
Radio Regulation 18.1, for the Intelsat 603 space station, and that its operations are
pursuant to ITU Radio Regulation 4.4.
      5.     Intelsat shall prepare and submit to the Federal Communications
Commission, within fifteen days following this grant, materials for submission to the
ITU, pursuant to Article 8.4 of the Radio Regulations, in connection with the operations
of Intelsat 603 at the 11.5° E.L. orbital location.
        6.      Intelsat‘s request that the Part 25 technical waivers previously granted to
the Intelsat 603 space station for operations at the 24.5° W.L. and 19.95 ° W.L orbital
locations continue to apply to the temporary operations at the 11.5° E.L. orbital location

 Dear Ms. Dortch:

  Intelsat North America LLC ("Intelsat") herein requests Special Temporary
  Authority ("STA*") for 30 days beginning May 20, 2010 to operate certain
_ communications frequencies, along with TT&C carriers, on the Intelsat 603
  satellite (call sign $2399) at 11.5° E.L. Intelsat plans to have the satellite on—
  station at 11.5° E.L. on May 20, 2010.

 Intelsat 603 currently is drifting pursuant to STA." Intelsat plans, upon receipt
 of Commuission approval, to re—flag Intelsat 603 from United States licensing to
 United Kingdom licensing." Until such time as the exchange of licensing _
 administrations can occur, however, Intelsat needs to begin operations on the
 satellite at 11.5° E.L. More specifically, Intelsat needs immediately to start
 operating in the C—band frequency ranges listed below in order to transition two
 customers off of NSS—5 at 340° E.L., where they have been operating on a
 temporary basis while Intelsat 603 was drifting." The transition is scheduled to
 begin on May 20, 2010 in order to meet a contractual deadline by which Intelsat
 customers must be off the NSS—5 satellite.

 Operational Frequencies: The specific communications frequencies for which _
 Intelsat seeks authority are:

 4040—4200 MHz (space to Earth) and 6265—6425 MHz (Earth to space)

 TT&C Frequencies: The specific TT&C frequencies are:

 Telecommandfrequencies:         6173.7 MHz (LHCP) and 6176.3 MHz (LHCP)
 Telemetry frequencies:          3947.5 MHz (RHCP), 3948.0 MHz (RHCP),
                                 3952.0 MHz (RHCP) and 3952.5 MHz (RHCP)

   Geographic Service Area: The communications frequencies being requested
   here will be received or transmitted through aglobal beam of the Intelsat 603
   satellite with coverage of Europe, Africa, and small portions of Asia and South
 . America.

 Waivers: Intelsat requests that, to the extent necessary, the Part 25 waivers
 originallygranted to the Intelsat 603 spacecraft continue to apply at the 11.5°
 E.L. location, namely, the waivers of Sections 25.202(g), 25.210(a)(1),
 25.210(a)(3), 25.210(c) 25.210(1) and 25.211(a) of the Commission‘s rules.".

_ Grant of this application will serve the public interest by allowing Intelsat to _
  operate in C—band at 11.5° E.L. and thereby help ensure a timely transition of
  customers off of NSS—5. This, in turn, ensures continuity of service for those
  customers. In addition, grant of this request will provide additional time for the
  FCC and regulatory agency in the United Kingdom, OfCom, to reach an
  understanding on thetransfer of licensing respons1b1hty for the Intelsat 603
  spacecraft.

 Moreover, grant of this STA is not expected to cause any harmful interference.
 Intelsat agrees to operate the C—band frequencies identified above ona non—
 interference, non—protected basis and in the unlikely circumstance that
 interference is generated to any other satellite, Intelsat agrees to immediately
 cease transmissions until the interference concerns of the interfered—with
 operator are satisfactorily resolyed. .

 The only operational satellite using C—band frequencies within five degrees of
 the 11.5° E.L. orbital location is the W2A satellite operated byEutelsat.
 However, the W2A satellite does not include frequencies in the range being
 requested herein for the Intelsat 603 communications payload. Command and
 telemetry will be transmitted from and to a 16.4—meter antenna and will be at
 power levels that will not cause interference to the W2A satellite.

 For the reasons set forth herein, Intelsat respectfully requests that the ‘
 Commission expeditiously grant this request to operate certain C—band
 frequencies on Intelsat 603 to 11.5° E.L.
