The request of Intelsat North America, LLC (Intelsat) for special temporary authority (STA), File No.
SAT—STA—20100111—00007, is granted. Accordingly, Intelsat is authorized, for a period of 30 days
commencing on February 22, 2010, to operate in the 12.75—13.25 GHz and 13.75—14.5 GHz (Earth—to—
space) and 10.7 —11.45 GHz and 11.7 —12.2 GHz (space—to—Earth) frequency bands to conduct in—orbit
testing (IOT) of the Intelsat—16 space station (Call Sign $2750) at the 48° W.L. orbital location and to drift
Intelsat 16 to its assigned orbit location at 58.1° W.L. after completing IOT operations. This authorization
is granted in accordance with the terms, conditions, and technical specifications set forth in Intelsat‘s
application, the Federal Communication Commission‘s rules, and the conditions of this attachment.

    1.   All operations shall be on an unprotected and non—harmful interference basis, i.e., Intelsat
         shall not cause harmful interference to, and shall not claim protection from interference caused
         to it by, any other lawfully operating radiocommunication system.

    2.   In the event of any harmful interference as a result of the operations of Intelsat—16 at the 48° W.L.
         orbit location or during drift to the 58.1° W.L. orbital location, Intelsat shall cease operations
         immediately upon notification of such interference and shall inform the Commission, in writing,
         immediately of such an event.

    3.   Intelsat‘s operations at 48° W.L. shall be limited to IOT operations and shall not include the
         provision of commercial services.

    4.    Intelsat shall coordinate its IOT and TT&C operations with existing geostationary satellites to
         ensure that no unacceptable interference results from its IOT operations at the 48° W.L. orbital
         location or from its TT&C operations during the drift from 48 °W.L. to its assigned orbital
         location at 58.1° W.L.

    5.   During in—orbit testing, Intelsat shall maintain the Intelsat 16 satellite within an east/west
         longitudinal station—keeping tolerance of + 0.05 degrees of the 48° W.L. orbital location.

    6.   Intelsat is afforded 30 days from the date of release of this grant and authorization to decline this
         authorization as conditioned. Failure to respond within this period will constitute formal
         acceptance of the authorization as conditioned.

    7.   This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority,
         47 C.F.R. § 0.261, and is effective immediately. Petitions for reconsideration under Section
         1.106 or applications for review under Section 1.115 of the Commission‘s rules, 47 C.F.R. §§
         1.106, 1.115, may be filed within 30 days of the date of the public notice indicating that this
         action was taken.

Intelsat North America LLC herein requests a grant of Special Temporary Authority for 30 days,
from February 21,        2010   through March 22,   2010,   to conduct   IOT of   Intelsat 16,   call sign $2750,    at
48.0 W.L.        in the bands 13750—14500 MHz and 12750—13250 MHz in the uplink and 11700—12200 MHz,                and
10700—11450 MHz        in the downlink and to drift the satellite to its permanent           location of 58.1 W.L.

Dear Ms. Dortch:

Intelsat North America LLC ("Intelsat") herein requests a grant of Special
Temporary Authority ("STA")‘ for 30 days, from February 21, 2010 through
March 22, 2010, to conduct in—orbit testing ("IOT") of Intelsat 16 (call sign
$2750) at 48.0° W.L. in the bands 13750—14500 MHz and 12750—13250 MHz
in the uplink and 11700—1 2200 MHz and 10700—11450 MHz in the downlink
and to drift the satellite to its permanent location of 58.1° W.L." Intelsat 16
currently is scheduled to be launched on February 11, 2010, and will be
nominally co—located with Intelsat 9 (call sign $2380), which currently
operates at 58.0° W.L. In support of its request, Intelsat submits the following
information.                                                                j

During in—orbit testing of Intelsat 16, Intelsat will operate in the above
referenced Ku—bands. Intelsat has coordinated the planned in—orbit testing of
Intelsat 16 with all operators of satellites operating co—frequency up to six
degrees away from 48.0° W.L. Specifically, Intelsat has internally coordinated
the proposed testing with the following of its satellites: Intelsat 705 (call sign
$2395) at 50.0° W.L., Intelsat 707 (call sign $2398) at 53.0° W.L., Intelsat 1R
(call sign $2368) at 50.0° W.L., Intelsat 14 (call sign $2785) at 45.0° W.L.,
Intelsat 3R (call sign PAS—2R) at 43.1° W.L., and Intelsat 11 (call sign $2237)
at 43.0° W.L. In the unlikely event that harmful interference occurs, Intelsat
will take all necessary steps to eliminate the interference.

Intelsat has assessed and limited the probability of the space station becoming
a source of debris as a result of collision with large debris or other operational
space stations during in—orbit testing at 48.0° W.L. Intelsat 16 will not be

 located at the same orbital location as another satellite or at an orbital location
 that has an overlapping station—keeping volume with another satellite. Further,
 Intelsat is not aware of any other FCC licensed system, or any other system
 applied for and under consideration by the FCC, having an overlapping station—
 keeping volume with Intelsat 16. Finally, Intelsat is not aware of any system
 with an overlapping station—keeping volume with Intelsat 16 that is the subject
 of an TTU filing and that is either in orbit or progressing towards launch.

 The in—orbit testing of Intelsat 16 at 48.0° W.L. is a critical step in ensuring
 that the satellite will be fully operational at 58.1° W.L: This, in turn, will
 provide additional capacity at the nominal 58. O° W.L. location, and thereby
 promotes the public interest.

 For the reasons set forth herein, Intelsat respectfully requests that the
 Commission grant this request.
