       The application of Intelsat North America LLC (Intelsat), IBFS File No.
SAT—STA—20100105—00004;, as supplemented by letters filed on February 3 and March 3,
2010, for special temporary authority to operate Telemetry, Tracking, and Telecommand
(TT&C) frequencies necessary to drift the Galaxy 27 space station (Call Sign $2159) from the
129.0° W.L. orbital location to the 45.10° E.L. orbital location is GRANTED. Accordingly,
Intelsat is authorized for a period of 100 days, commencing on April 1, 2010, to conduct
telecommand operations using 6423 MHz (vertical polarization) and telemetry using 4199.5
MHz (horizontal polarization). These operations are authorized in accordance with the technical
specifications set forth in Intelsat‘s application, Federal Communications Commission
(Commission) rules, and the following conditions:

        1.     All operations during the drift shall be on unprotected and non—harmful
interference basis, i.e., Intelsat shall not cause harmful interference to, and shall not claim
protection from, interference caused to it by any other lawfully operating station.

        2.      In the event of any harmful interference during Galaxy 27‘s drift to the 45.10°
E.L. orbital location, Intelsat shall cease operations immediately upon notification of such
interference, and shall inform the Commission, in writing, immediately of such an event.

       3.      During the drift to the 45.10° E.L. orbital location, Intelsat may not operate
Galaxy 27‘ s primary communications payload.

        4.     Any action taken or expense incurred as a result of operations pursuant to this
special temporary authority is solely at Intelsat‘s own risk.

        5.     Grant of this authorization is without prejudice to any determination that the
Commission may make regarding permanent operations of the Galaxy 27 space station at the
45.10° E.L. orbital location. See IBFS File No. SAT—T/C—20100112—00009.

        6.      Intelsat is afforded thirty days from the date of release of this grant and
authorization to decline this authorization as conditioned. Failure to respond within this period
will constitute formal acceptance of the authorization as conditioned.

       7.      This action is issued pursuant to the Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
reconsideration under Section 1.106 or applications for review under Section 1.115 of the
Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date of the
public notice indicating that this action was taken.

Intelsat North America LLC herein requests Special Temporary Authority for 100 days beginning
March 1,    2010 to drift Galaxy 27 to 45.10 E.L.   Intelsat will not operate the communications
payload on Galaxy 27 during its relocation; only the TT&C carriers will be in use during that
time.     Intelsat plans to have the satellite on—station at 45.10 E.L.   in early June 2010, where it
will operate pursuant to German authorization.

             Dear Ms. Dortch:

             Intelsat North America LLC ("Intelsat") herein requests Special Temporary
             Authority (“STA”)1 for 100 days beginning March 1, 2010 to drift Galaxy 27
             (call sign $2159), a C— and Ku—band satellite, to 45.10° E.L. Intelsat will not
             operate the communications payload on Galaxy 27 during its relocation; only
             the TT&C carriers will be in use during that time. Intelsat plans to have the
             satellite on—station at 45.10° E.L. in early June 2010, where it will operate
             nominally co—located with Intelsat 12 at 45.0° E.L.

             Galaxy 27 currently is located at 129.0° W.L.* Intelsat plans, upon receipt of
             Commission approval, to move Galaxy 27 to 45.10° E.L., where Intelsat will

operate the satellite pursuant to German authonzatlon of the space segment."
Germany will bethe International Telecommunication Union ("ITU") notifying .
administration responsible for ensuring that the satellite‘s operations at the
45.10° E.L. orbital location comply with all relevant coordination agreements.
Germany already is responsible for satellite licensing and oversight at this
nominal orbital location. Intelsat acknowledges that the Federal
Communications Commission and Bundesnetzagentur fiir Elektrizitit, Gas,
Telekommunikation, Post und Eisenbahnen ("BNetzA") in Germany may
exchange letters to ensure there is a mutual understandmg regarding the
operation of the Galaxy 27 satellite at 45.10° E.L. Upon completion of the —
maneuvers required to place Galaxy 27 at 45.10° E.L., Intelsat will notify the
Commission and surrender its license for the Galaxy 27 satellite.

Grant of this application will serve the public interest by allowing Intelsat to
bring more capacity to the nominal 45.0° E.L. orbital location and thereby help
satisfy high customer demand for capacity over the Middle East. No customers
currently operating on Galaxy 27 will be negatively affected, as they will have
been relocated to other satellites pr1or to Galaxy 27s drift to 45.10° E.L.
Intelsat expects Galaxy 27 to remain at 45.10° E.L. until it is de—orbited and will
comply with any post—mission disposal requirements imposed by the German
Administration.

Grant of the requested STA, moreover, would not present any significantrisk of
interference to other users. Intelsat will not operate the communications
payload on Galaxy 27 during the relocation to 45.10° E.L. In addition, Intelsat
will follow standard industry practices for coordination of TT&C transmissions
during the relocation process.                                             ‘

During the drift from 129.0° W.L. to 45.10° E.L., Intelsat will utilize the
following frequencies for TT&C:

Telecommand frequencies:        6423.5 (V)
Telemetry frequencies:          4199.5 (H)




* Intelsat will shortly file a transfer of control application to effectuate the re—
flagging of Galaxy 27 to Germany.
* Intelsat would be pleased to provide a point of contact within BNetzA if
needed to facilitate such exchange of letters.

Intelsat has assessed and limited the probability of the space station becoming a
source of debris as a result of collision with large debris or other operational
space stations. Galaxy 27 will not be located at the same orbital location as _
another satellite or at an orbital location that has an overlapping station—keeping
volume with another satellite. Further, Intelsat is not aware of any other FCC
licensed system, or any other system applied for and under consideration by the
FCC, having an overlapping station—keeping volume with Galaxy 27 at 45.10°
EL. Finally, Intelsat is not aware of any system with an overlapping station—
keeping volume with Galaxy 27 that is the subject of an ITU filing and that is .
either in orbit or progressing towards launch.

For the reasons set forth herein, Intelsat respectfully requests that the
Commission grant this request to drift Galaxy 27 to 45.10° E.L., and to
operate the TT&C carriers on the satellite in the manner described in this
request.

           Intelsat North America LLC ("Intelsat") hereby provides the following
           supplemental information in response to a request by the International
           Bureau‘s ("Bureau") staff for additional information relating to Intelsat‘s
           above referenced request for Special Temporary Authority to move Galaxy 27
           from 129.0° W.L. to 45.10° E.L., where the satellite will operate under an
           authorization from the German administration ("STA Request"), and
           corresponding application for transfer of control ofthe Galaxy 27 satellite from
           U.S. to German licensing authority ("TOC Application").

                  1.      Correction to Form 312

            After discussions with Bureau staff, Intelsat clarifies that Intelsat‘s responses
            to questions A.15 and A.26 of Schedule A to Form 312 of the TOC
           ~Application are inaccurate. The entity that should be listed in response to
            questions A.15 and A.26 is Europe*Star Gesellschaft Fur
            Satellitenkommunikation mbH ("Europe*Star").

                  2.      Information Regarding Europe*Star

           The entity that holds the authorization to operate at the nominal 45.0° E.L.
           orbital location is Europe*Star. PanAmSat Europe Corporation ("PanAmSat
           Europe"), a Delaware company that is wholly owned by Intelsat Corporation
           ({/k/a/ PanAmSat Corporation), owns 51 percent of Europe*Star. Certain
           members of the Shulte—Hillen family and other entities own the remaining 49

percent of Europe*Star. The German representative of the Schulte—Hillen
family is Beatrix von Wietersheim. The directors of Europe*Star are:

      4.      Status ofEurope*Star‘s Authorization

Europe*Star‘s current authorization from the German Administration to
operate at the nomuinal 45.0° E.L. location, a copy of which previously was
provided to the Commission at pages 5—8 of the Appendix to the Slot Usage
Agreement referred to above, includes some, but not all, of the frequencies on
Galaxy 27. Specifically, that authorization includes only the 14.0—14.5 GHz
band on Galaxy 27. Europe*Star has communicated to the German ;
administration its intention to use the additional frequencies on Galaxy 27 and
will soon request the inclusion of these frequencies in the Europe*Star
authorization. Intelsat will not operate Galaxy 27 at 45.10° E.L. in these
additional frequencies until Europe*Star has been authorized to do so.

                          to clarify the above—referenced application for Special Temporary Authority
                          ("STA") to drift the Galaxy 27 satellite (call sign $2159) from 129.0° W.L to 45.10°
                          E.L. and to provide additional information with respect to the corresponding
                          application for transfer of control of the Galaxy 27 satellite from U.S. to German
                          licensing authority.

                          The pending STA request states that "[ujJpon completion of the maneuvers required
                          to place Galaxy 27 at 45.10° E.L., Intelsat will notify the Commission and surrender
                          its license for the Galaxy 27 satellite."‘ Intelsat North America clarifies that it will
                          not surrender its license prior to having received FCC authority to transfer the
                          Galaxy 27 satellite from United States to German licensing authority." If, upon
                          completion of the drift, such authority has not yet been granted, Intelsat North
                          America acknowledges that operation of the Galaxy 27 satellite would require
                          additional Commission approval.

of additional orbital and frequencies rights at the nominal 45° E.L. location. Intelsat
North America is simultaneously filing a request for confidential treatment of this
