 Dear Ms. Dortch: —

  Intelsat North America LLC ("Intelsat") herein requests amendment of the
  Special Temporary Authority ("STA")‘ recently granted to Intelsat to drift
 \Galaxy 26 from 93.0° W.L. to 50.75° E.L. to satisfy a U.S. Government
  customer‘s urgent request for capacity in the Indian Ocean reglon
  Specifically, Intelsat seeks to add ranging frequencies and revisethe command
. frequency in the STA.

 Intelsat seeks the addition of the following frequency pairs, which are used for
 ranging on Galaxy 26:

. 5985 MHz (H) (Earth to space)                          3760 MHz (V) (space to Earth)-

 6170 MHz (H) (Earth to space)                           3945 MHz (V) (space to Earth)
 6315 MHz (V) (Earth.to space) |                         4090 MHz (H) (space to Earth)

 In addition, Intelsat seeks to havecondition #3 of the STA amended to allow
 Intelsat to conduct ranging in these frequencies in the satellite‘s
 communications payload.

 Intelsat seeks to replace the 6415.5 MHz (H) command fiequencyin the STA
 with:     _

 6411 MHz (H) (back—up)

The telemetry frequenc1esin the STA —— 4196.5 MHz and 41995 MHz (V)——
remain unchanged as do the term dates.

Grant of this STA amendment is in the public interest because it will allow
Intelsat to satisfy an urgent request by a U.S. Government customer for
capacity in the Indian Ocean region. Asexplained in the initial STA request,
the recent failure of a commercial satellite has left the U.S. Government
customer without capacity it had reserved to handle traffic that will need to be
offloaded from another satellite by March 20, 2009.

Grant of this STA amendment will not result in increased risk of harmful
interference. As noted in the initial STA request, Intelsat will coordinate its
TT&C transmissions with operators of satellites in the drift pathand will
operate only in the stated command, telemetry and ranging frequencies listed
above during the drift. Should any interference occur during the drift, Intelsat
will take all reasonable steps to eliminate such interference. Other than the
ranging frequencies listed above, Intelsat will not operate the communications
payload on Galaxy 26 at 50.75° E.L. until it has received FCC authonzatlon to
do so.

Intelsat has assessed and limited the probability of the space station becoming
a source of debris as a result of collisions withlarge debris or other operational
space stations. Galaxy 26 will not be located at the same orbital location as
another satellite or at an orbital location that has an overlapping station—
keeping volume with another satellite. Further, Intelsat is not aware of any
other FCC licensed system, or any other system appliedfor and under
consideration by the FCC, having an overlapping station—keeping volumewith ..
Galaxy 26 at 50.75° E.L. Finally, Intelsat is not aware of any system with an
overlapping station—keeping volume with Galaxy 26 that is the subject of an
ITU filing and that is either in orbit or progressing towards launch.

  For the reasons set forth herein, Intelsat respectfully requests that the
  Commission expeditiously grant this request to amend its existing STA to drift
  Galaxy 26 to 50.75° E.L.

        The request of Intelsat North America LLC (Intelsat), IBFS File No.
SAT—STA—20090220—00028, is GRANTED. Accordingly, Intelsat is authorized, for a period of
30 days commencing on February 20, 2009, to conduct Telemetry, Tracking, and Command
operations with the Galaxy 26 space station (Call Sign: $2469) in order to effect the drift of the
Galaxy 26 space station from the 93.0° W.L. orbital location to the 50.75° E.L. orbital location
using the following frequencies:
        e   Telemetry: 4196.5 MHz or 4199.5 MHz (vertical polarization/space—to—Earth)
        e   Ranging:
            —   5985 MHz, (horizontal polarization/Earth—to—space)/3760 MHz (vertical
            polarization/space—to—Earth)        .
            —   6170 MHz (horizontal polarization/Earth—to—space)/3945 MHz (vertical
            polarization/space—to—Earth)
            —   6315 MHz (vertical polarization/Earth—to—space)/4090 MHz (horizontal
            polarization/space—to—Earth)
        e   Command: 5926.5 MHz (vertical polarization/Earth—to—space) or 6411 MHz
            (horizontal polarization/Earth—to—space)

         These operations are authorized in accordance with the technical specifications set forth
in Intelsat‘s application, the Commission‘s rules, and the following conditions:


        1.       All operations during the drift shall be on an unprotected and non—harmful
interference basis, i.e., Intelsat shall not cause harmful interference to, and shall not claim
protection from, interference caused to it by any other lawfully operating station.

         2s      In the event of any harmful interference during Galaxy 26‘ drift to the 50.75°
E.L. orbital location, Intelsat shall cease operations immediately upon notification of such
interference, and shall inform the Commission, in writing, immediately of such an event.

        3.       During the drift to the 50.75° E.L. orbital location, Intelsat may not operate
Galaxy 26‘s communications payload, except to conduct ranging operations in the frequency
pairings listed above.

        4.      Any action taken or expense incurred as a result of operations pursuant to this
special temporary authority is solely at Intelsat‘s own risk.

        3.       Grant of this authorization is without prejudice to any determination that the
Commission may make regarding permanent operations of the Galaxy 26 space station at the
50.75° E.L. orbital location.

        6.      This action is issued pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately.
