PanAmSat Licensee Corp.3 (PanAmSat) request for special temporary authority to operate its C-
and Ku-band satellite, Galaxy 11 (Call Sign: S2253), at the 92.9" W.L. orbital location, IBFS File
No. SAT-STA-20080822-00 156, IS GRANTED. Accordingly, PanAmSat is authorized, for a
period of 30 days commencing August 25,2008, to conduct space station Telemetry, Tracking,
and Control operations on Galaxy 11 necessary to effect the satellite's drift from 9 1.O" W.L to
92.9" W.L. and to support operations at the 92.9" W.L. orbital location. Additionally, PanAmSat
is authorized to provide Fixed Satellite Services (FSS) in the 3700-4200 MHz (space-to-Earth),
5925-6425 MHz (Earth-to-space), 11.7 to 12.2 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-
to-space) frequency bands using the Galaxy 11 satellite at the 92.9" W.L. orbital location during
this 30-day period. These operations are authorized in accordance with the technical
specifications set forth in the application, this Attachment, and Federal Communication
Commission's (Commission) Rules and subject to the following conditions:
    1. All operations during Galaxy 11's drift to and while at the 92.9" W.L. orbital location
       shall be on an unprotected and non-harmful interference basis, i.e., PanAmSat shall not
       cause harmful interference to, and shall not claim protection from, interference caused to
       it by any other lawfully operating station.
    2. In the event that Galaxy 11 causes harmful interference to any other lawfully operating
       station during Galaxy 11's drift to or while at the 92.9" W.L. orbital location, PanAmSat
       shall cease operations immediately upon notification of such interference, and shall
       inform the Commission, in writing, immediately of such an event.
    3. During the drift to the 92.9" W.L. orbital location, PanAmSat may not operate Galaxy
       11's communications payload.
    4. While at the 92.9" W.L. orbital location, PanAmSat shall maintain the Galaxy 11
       spacecraft with an eastlwest longitudinal station-keeping tolerance of 0.05 degrees.
    5. PanAmSat shall operate the Galaxy 11 satellite in compliance with all existing
       coordination agreements.

    6. Any action taken or expense incurred as a result of operations pursuant to this special
       temporary authority is solely at PanAmSat's own risk.

    7. PanAmSat is afforded thirty days from the date of release of this authorization to decline
       this authorization as conditioned. Failure to respond within this period will constitute
       formal acceptance of the authorization as conditioned.
    8. This action is issued pursuant to Section 0.261 of the Commission's rules on delegated
       authority, 47 C.F.R. 5 0.261, and is effective immediately. Petitions for reconsideration
       under Section 1.106 or applications for review under Section 1.1 15 of the Commission's
       rules, 47 C.F.R. $5 1.106, 1.115, may be filed within 30 days of the date of the public
       notice indicating that this action was taken.

     08/25/2008 through 09/23/2008, to drift Galaxy 11 from 91 W.L. to 92.90 W.L. and operate
     the satellite at 92.90 W.L. prior t o permanently relocating the satellite to 32.8 E.L.

                     Expedited Treatment Requested

            Dear Ms. Dortch:

            PanAmSat Licensee Corp. ("PanAmSat") herein requests expeditious grant of
            Special Temporary Authority ("STA")'for 30 days, fiom August 25,2008
            through September 23,2008, to drift Galaxy 11 (S2253) fiom 91" W.L. to
            92.90' W.L. and operate the satellite at 92.90' W.L. prior to permanently
            relocating the satellite to 32.8" E.L? As explained in more detail below,
            PanAmSat intends to temporarily operate Galaxy 11 in the conventional C- and
            Ku-bands at the nominal 93" W.L. location in order to ensure continuity of
            service at that location during the upcoming eclipse. In support of its request,
            PanAmSat submits the following infomiation.

            PanAmSat's sister company, Intelsat North America LLC, currently operates
            Galaxy 26 (call sign S2469) at 93.0 W.L? Galaxy 26 recently experienced an
            anomaly that dected Intelsat's ability to support a portion of the satellite's
            payload. The temporary relocation of Galaxy 11 to 92.90" W.L. and co-
            location with Galaxy 26 will provide back-up capacity at that location during
            the upcoming eclipse, when demand on Galaxy,26's power will be heightened.

            PanAmSat will operate Galaxy 11 at 92.90" W.L. in accordance with Intelsat's
            coordination agreements concerning the nominal 93" W.L. location. In the
            unlikely event that harmful interference occurs, PanAmSat will take all
            necessary steps to eliminate the interference.

            PanAmSat has assessed and limited the probability of the space station
            becoming a source of debris as a result of collisions with large debris or other
            operational space stations. Galaxy 11 will not be located at the same orbital

             PanAmSat has filed this STA request, an FCC Form 159 and a $790.00 filing
            fee electronically via the International Bureau's Filing System.
             PaaAmSat recently received authority to redeploy Galaxy 1 1 from 91" W.L.
            to 32.8" E.L. See File No. SAT-MOD-20080225-00051 (stamp grant issued by
            Andrea Kelly on July 22,2008).

    location as another satellite or at an orbital location that has an overlapping
    stationkeeping volume with another satellite. Further, PanAmSat is not aware
    of any other FCC licensed system, or any other system applied for and under
    consideration by the FCC, having an overlapping stationkeeping volume with
    Galaxy 11. Finally, PanAmSat is not aware of any system with an overlapping
    stationkeeping volume with Galaxy 11 that is the subject of an ITU filing and
    that is either in orbit or progressing towards launch.

    The temporary operation of Galaxy 11 at 92.90' W.L. will help to ensure     1




    continuity of service at the nominal 93' W.L. location during the upcoming
    eclipse. Accordingly, grant of this STA request is in the public interest.

    For the reasons set forth herein, PanAmSat respectfully requests that the
    Commission expeditiously grant this request.
