         Intelsat North America LLC herein requests Special Temporary Authority for 60 days, from
         08/07/2008 through 10/05/2008, to begin drifting Intelsat 602 from 157 E.L. to 177.85 E.
         L., an@ to operate the satellite’s TT&C frequencies at 177.85 E.L.

                          Dear Ms. Dortch:

                          Intelsat North America LLC ("Intelsat") herein requests Special Temporary
                          Authority (''STA")' for 60 days -- from August 7,2008 through October 5,
i                         2008 -- to begin drifting Intelsat 602 fiom 157" E.L. to 177.85"E.L., and to
                          operate the satellite's TT&C fiequencies at 177.85' E.L. Intelsat has a
                          pending application for authority to redeploy the satellite to 177.85" W.L? As

                          further explained below, Intelsat seeks this STA in order to begin drifting the
                          satellite ekly enough to ensure that it arrives at 177.85' E.L. in time to transfer
                          services currently on Intelsat 605 to Tntelsat 602 by November 10, for the
                          reasons explained below. Because Intelsat's underlying modifrcation
I                         application for this redeployment may not be granted by the August 7,2008
i                         planned start-of-drift date, Intelsat requests expeditious grant of this STA
i
I                         request.

i                         As Intelsat explained in the underlying application to modify the license for
I
                          Intelsat 602 to allow its operation at 177.85' E.L., Intelsat intends to move
                          customers currently on Intelsat 605 (at 174' E.L.) to Intelsat 602 at 177.85'
                          E.L. because Intelsat 605 is nearing the end of its maneuver life. Intelsat 602
                          cannot operate at Intelsat 605's 174" E.L. location, however, because the
                          inclination of Intelsat 602 is such that at times it would not be able to see its
                          corresponding earth station located in Riverside, California. Accordingly,

                          Intelsat 602 will operate at 177.85' E.L. Once traffic has been transferred from
    i                     Intelsat 605 to Intelsat 602, Intelsat 605 will be de-~rbited.~
    !                     During the drift of Intelsat 602, Intelsat will utilize only the satellite's TT&C
                          frequencies and will follow industry practices for coordinating TT&C

                           PanAmSat has filed this STA request, an FCC Form 159 and a $790.00 filing
                          fee electronically via the International Bureau's Filing System.

                           The end-of-maneuver life of Intelsat 605 currently is estimated to be January

     transmissions during the relocation process. The specific TT&C frequencies
     are as follows:

     3947.5 MHz (RHCP) and 3952.5 MHz (verticaVlinear) or

     Grant of this STA request is in the public interest because it will allow Intelsat    .
     to begin drifting the satellite earlier, thus allowing for a slower drift. This, in
     turn,will help Intelsat conserve fuel on the satellite, which already is operating
     in inclined orbit. In addition, grant of this STA request is in the public interest
     because it will help ensure that Intelsat 602 is at 177.85' E.L. in time to
     transfer traffic fiom Intelsat 605 before the latter satellite's inclination is so
     great that customers experience interference. As noted above, Intelsat
     currently plans to have the traffic transfer completed by November 10,2008.

     Grant of this STA request will not result in increased risk of harmful
     interference. As noted above, Intelsat will operate only ,TT&Cfiequencies
     during the drift, and will coordinate its TT&C transmissions with operators of
     satellites in the drift path. Should any interference occur during the drift,
     Intelsat will take all reasonable steps to eliminate such interference. At
     177.85' E.L., Intelsat will operate Intelsat 602's TT&C frequencies in
'.   accordance with Intelsat's coordination agreements governing operations at the
     nominal 178"E.L. location. Intelsat will not operate the communications
     payload on the satellite at 177.85' W.L. until it has received FCC authorization
     to do so.




      The alternate telemetry carriers will be utilized when Intelsat 602 passes
     Intelsat 605 at 174.0" E.L.

Intelsat North America L.L.C.'s (Intelsat) request for modification of the authorization to
operate its C-and Ku-band Intelsat 602 (Call Sign S2389) space station, File No. SAT-
MOD-200805 12-00102, IS GRANTED. Intelsat is authorized to operate the Intelsat 602
space station at the 177.85' E.L. orbital location in the 3625-4200 MHz (space-to-Earth),
5850-6245 MHz (Earth-to-space), 10.95-11.20 GHz (space-to-Earth), 11.45-11.70 GHz
(space-to-Earth), and 14.00-14.50 GHz (Earth-to-space) frequency bands. Additionally,
Intelsat is authorized to conduct Telemetry, Tracking, and Command operations on
Intelsat 602 using the 6 173.7 MHz (left-hand-circular polarization) and 6 176.3 MHz
(left-hand-circular polarization) center frequencies, and telemetry operations at the
3947.5 MHz (right-hand-circularpolarization) and 3952.5 MHz (vertical/linear)
frequencies or the 3948.0 MHz (right-hand-circular polarization) and 3952.0 MHz (right-
hand-circular polarization) center frequencies to effect the satellite's drift to and
operations at the 177.85' E.L. orbital location. These operations are authorized in
accordance with the technical specifications set forth in the application, this Attachment,
and the Commission's Rules, and subject to the following conditions:

      1)       Intelsat's operation of Intelsat 602 at this location' is subject to the
               fo110wing conditions:

                   a. Intelsat shall remain a signatory to the Public Services Agreement
                      between Intelsat and the International Telecommunications Satellite
                      Organization (ITSO) that was approved by the ITSO Twenty-fifth
                      Assembly of Parties, as amended.

                   b. No entity shall be considered a successor-in-interest to Intelsat under
                      the ITSO Agreement for licensing purposes unless it has undertaken
                      to perform the obligations of the Public Services Agreement
                      approved by the Twenty-fifth Assembly of Parties, as amended.

      2)       While at the 177.85' E.L. orbital location, Intelsat shall maintain the satellite
               with an east/west longitudinal station-keeping tolerance of .05 degrees.

      3)       Intelsat shall operate the Intelsat 602 satellite at the 177.85' E.L. orbital
               location in compliance with all existing or fbture coordination agreements
               for that location.



  In the Matter of Petition of the International Telecommunications Satellite Organization under Section
3 16 of the Communications Act, as Amended, IB Docket No. 06-137, , Order of ModiJication,23 FCC Rcd
2764,2770-7 1 (Int'l Bur. 2008).


     4)       Intelsat's request that the Part 25 waivers2 that were originally granted to the
              Intelsat 602 satellite continue to apply at the 177.85' E.L. orbital location IS
              GRANTED.

     5)       Intelsat's request for a waiver of Section 25.1 14(d)(3) of the Commissions
              rules with respect to the presentation of coverage patterns of the telemetry,
              command, and ranging antenna of the Intelsat 602 space station IS
              GRANTED.

     6)       While at the 177.85" E.L. orbital location, Intelsat has indicated that the
              satellite will operate at inclined orbit, pursuant to Section 25.280 of the
              Commission's rules.

      7)      Intelsat's request for special temporary authority, STA-STA-20080722-
              00145, IS DISMISSED AS MOOT.

      8)      Intelsat is afforded thirty days fiom the date of release of this grant and
              authorization to decline this authorization as conditioned. Failure to
              respond within this period will constitute formal acceptance of the
              authorization as conditioned.

      9)       This action is issued pursuant to Section 0.261 of the Commission's rules on
               delegated authority, 47 C.F.R. $ 0.261, and is effective immediately.
               Petitions for reconsideration under Section 1.106 or applications for review
               under Section 1.115 of the Commission's rules, 47 C.F.R. $5 1.106, 1.115,
               may be filed within 30 days of the date of the public notice indicating that
               this action was taken.
