        PanAmSat Licensee Corp.'s request, File No. SAT-STA-20070802-00109, IS
GRANTED IN PART, and PanAmSat Licensee Corp. (PanAmSat) IS AUTHORIZED,
for a period of 60 days, from October 9,2007 to December 8,2007, to conduct in-orbit
testing and tracking, telemetry and control operations for the Intelsat 11 at the 47.5" W.L.
orbital location in the 3700-4200 MHz (space-to-Earth) and 5925-6425 GHz (Earth-to-
space) frequencies. PanAmSat's request to conduct in-orbit testing in the 14.0-14.5 GHz
(Earth-to-s ace) and 11.7-12.2 GHz (space-to-Earth) frequencies is being treated
separately.' This authorization is subject to the following conditions:

    1.      All operations shall be on an unprotected and non-harmful interference basis,
            i. e., PanAmSat shall not cause harmful interference to, and shall not claim
            protection from interference caused to it by, any other lawfully operating
            radiocommunication system.

    2.      In the event of any harmful interference as a result of PanAmSat's operations
            at the 47.5" W.L. orbital location, PanAmSat shall cease operations
            immediately upon notification of such interference and shall inform the FCC,
            in writing, immediately of such an event.

    3.      While at the 47.5" W.L. orbital location, PanAmSat shall maintain the Intelsat
            11 spacecraft with an easdwest longitudinal station-keeping tolerance of 0.05
            degrees.

    4.      Any actions taken as a result of the launch and operation of Intelsat 11 are
            solely at PanAmSat's own risk.

    5.      This action is issued pursuant to Section 0.261 of the Commission's rules on
            delegated authority, 47 C.F.R. § 0.26 1, and is effective immediately. Petitions
            for reconsideration under Section 1.106 or applications for review under
            Section 1.115 of the Commission's rules, 47 C.F.R. €$1.106,j     1.115, may be
            filed within 30 days of the date of the public notice indicating that this action
            was taken.

        PanAmSat Licensee Corp. herein requests a grant of STA for 60 days, from 09/28/2007 -
        through 11/26/2007, to conduct in-orbit testing of Intelsat 11 at 47.5 W.L. in the
        conventional C- and Ku- bands before moving the satellite to its permanent location.

    I                      PanAmSat Licensee Corp. ("PanAmSat") herein requests a grant of Special
    I                      Temporary Authority ("STA")' for 60 days, from September 28,2007 through
                           November 26,2007, to conduct in-orbit testing of Intelsat 11 at 47.5" W.L. in
                           the conventional C- and Ku- bands before moving the satellite to its permanent
                           location. Intelsat 11 is currently scheduled to be launched on September 21,

                           2007. In support of its request, PanAmSat submits the following information.

                           On February 7,2007, PanAmSat filed an application for authority to launch and
                           operate Intelsat 11 as a replacement satellite at 43.0" W.L.2 On July 16, 2007,
                           PanAmSat amended that application to revise the orbital location to 43.1O W.L.3
                           Intelsat 11 will replace Intelsat 6B, which currently is operating at 73-95" W.L.

                           During in-orbit testing of Intelsat 11, PanAmSat will operate in the conventional
        i                  C- and Ku-bands. PanAmSat has coordinated, or is in the process of
        ~
                           coordinating, the planned in-orbit testing of Intelsat 11 with all operators of
        I
                           satellites operating co-frequency up to six degrees away from 47.5" W.L.
        I
                           Specifically, PanAmSat has coordinated with Inmarsat, the operator of Inmarsat
        i
        I
        I
                           4 F2 located at 53.0" W.L. and is coordinating with the US. Air Force, the
                           operator of the TDRS 1 and TDRS 4 satellites located at 49.0" W.L. and 46.0"
                           W.L., respectively. The only other satellites operating co-frequency up to six
        1
                           degrees away fkom 47.5" W.L. are operated by PanAmSat or its affiliated
                           company, Intelsat North America LLC. .Inthe unlikely event that h1-

                            PanAmSat has filed this STA request, an FCC Form 159 and a $790.00 filing
                           fee electronically via the International Bureau's Filing System.

                    The in-orbit testing of Intelsat 11 at 47.5" W.L. is a critical step in ensuring that
                    the satellite will be fully operational at 43.1"W.L. This, in turn, will ensure

                    continuity of existing services at the nominal 43.0" W.L. location, and thereby
