PanAmSat Licensee Corp.‘s (PanAmSat) request, File No. SAT—STA—20070326—00056
IS GRANTED. Accordingly, PanAmSat IS AUTHORIZED, for a period of 180 days,
commencing on June 28, 2007 to conduct space station Telemetry, Tracking, and Control
(TT&C) operations on the Galaxy 17 satellite necessary to effect the drift of the Galaxy
17 satellite from the 75.5° W.L. orbital location to the 74.05° W.L. orbital location and to
operate the satellite in the 5925—6425 MHz (Earth—to—space) and 3700—4200 MHz (space—
to—Earth) conventional C—band frequencies and in the 14.0—14.5 GHz (Earth—to—space) and
11.7—12.2 GHz (space—to—Earth) conventional Ku—band frequencies, while at the 74.05°
W.L. orbital location in accordance with the terms, conditions, and technical
specifications set forth in its application, this Attachment, and the Federal
Communications Commuission‘s (Commission‘s) Rules.

    1.     All operations shall be on an unprotected and non—harmful interference basis,
           i.e., PanAmSat shall not cause harmful interference to, and shall not claim
           protection from interference caused to it by, any other lawfully operating
           radiocommunication system.

   2.     In the event of any harmful interference as a result of PanAmSat‘s operations
          during relocation or during operations at the 74.05° W.L. orbital location,
          PanAmSat shall cease operations immediately upon notification of such
          interference and shall inform the FCC, in writing, immediately of such an
          event.

          While at the 74.05° W.L. orbital location, PanAmSat shall maintain the Galaxy
   Ud




          17 spacecraft with an east/west longitudinal station—keeping tolerance of 0.05
          degrees.

   4.     PanAmSat shall operate the Galaxy 17 satellite at 74.05° W.L. in compliance
          with all existing coordination agreements.

   5.     Any action taken or expense incurred as a result of operations pursuant to this
          special temporary authority is solely at PanAmSat‘s own risk.

   6.     During the drift of the drift of the Galaxy 17 satellite from the 75.5° W.L.
          orbital location to the 74.05° W.L. orbital location, PanAmSat shall not
          operate the communications payload on the satellite.

   7.     This action is issued pursuant to Section 0.261 of the Commission‘s rules on
          delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions
          for reconsideration under Section 1.106 or applications for review under
          Section 1.115 of the Commussion‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be


filed within 30 days of the date of the public notice indicating that this action
was taken.

 Dear Ms. Dortch:

 PanAmSat Licensee Corp. ("PanAmSat") herein requests a grant of Special
 Temporary Authority ("STA")‘ for 180 days beginning June 28, 2007, to drift
 Galaxy 17 from 75.5° W.L. to 74.05° W.L. immediately following in—orbit
 testing and to operate the satellite at 74.05° W.L. to satisfy a customer‘s
 temporary requirement for service at that location. Galaxy 17 is currently
 scheduled to be launched on May 3, 2007. In support ofits request, PanAmSat
 submits the following information.

 On December 19, 2006, PanAmSat filed an application for authority to launch
 and operate Galaxy 17 at 91.0° W.L. PanAmSat currently plans to have
 Galaxy 17 replace Galaxy 11, which is operating at that location. On March 8,
 2007, PanAmSat filed a request for temporary authority to operate Galaxy 17
 for a short period of time at $1.0° W.L. immediately after launch." On March
 19, 2007, PanAmSat filed a request to drift Galaxy 17 from 81.0° W.L. to 75.5°
 W.L. and conduct in—orbit testing of Galaxy 17 at 75.5° W.L.* Upon receipt of
 FCC approval and completion of IOT at 75.5° W.L., PanAmSat plans to drift
 Galaxy 17 from 75.5° W.L. to 74.05° W .L. and temporarily operate the satellite
 at 74.05° W.L.

 PanAmSat currently operates the SBS—6 satellite at 74.05 ° W.L. PanAmSat will
 co—locate Galaxy 17 at nominal 74.0° W.L. and will operate the conventional C—


 ‘ PanAmSat has filed this STA request, an FCC Form 159 and a $790.00 filing
 fee electronically via the International Bureau‘s Filing System.

and Ku— bands. on the satellite." PanAmSat will operate Galaxy 17 at 74.05°
W.L. in conformance with relevant coordination agreements PanAmSat has
reached with other administrations regarding operations at the nominal 74.0°
W.L. location. In addition, PanAmSat will operate in accordance with the
FCC‘s rules designed to allow co—frequency, co—coverage operations in a two—
degree spaced environment. As a result of these efforts, PanAmSat‘s operation
of Galaxy 17 at the 74.05° W.L. location poses no risk of harmful interference
to adjacent operational satellites. Moreover, grant of this STA request will not
negatively affect current services at Galax‘y 17s ultimate location —— 91.0° W.L.
—— as Galaxy 11‘s expected service life for full CONUS capabilities is June
2009.

Grant of this STA request will serve the public interest by allowing PanAmSat
to satisfy a customer‘s temporary requirement for service at the 74.05° W.L.
location. The customer requires this capacity as a result of a delay in the launch
of one of customer‘s satellites.                                     ‘

For the reasons set forth herein, PanAmSat respectfully requests that the
