       PanAmSat Licensee Corp. ("Pan
Commission's Rules,l hereby requests Special Temporary Authority (
in-orbit testing ("IOT") at 144.5" W.L. of the C-band payload on Galaxy XIII.2
PanAmSat seeks STA for a period of thirty (30) days beginning on the date the
spacecraft arrives at that orbital location.3

       PanAmSat has a pending application requesting authority to launch and operate
the C-band payload on Galaxy XI11 as a replacement satellite at 127" W.L.4 PanAmSat
proposes to operate the spacecraft temporarily at 144.5"W.L. in order to perform C-
band IOT. With the successful completion of IOT, PanAmSat will relocate Galaxy XI11
to 127" W.L.

       PanAmSat's STA request is supported by good cause. Grant of the request will
enable PanAmSat to complete IOT for Galaxy XI11 without disrupting ongoing services
at 127" W.L. Such continuity of service is unquestionably in the public interest.

       Moreover, grant of the requested STA would present no risk of interference to
other authorized users. The nearest adjacent satellites operating in C-band are
Inmarsat-2 F3 at 142" W.L.,5 operated by Inmarsat, and AMC-8 at 139" W.L., operated
by SES Americom. PanAmSat has successfully completed coordination with both
Inmarsat and SES Americom. A copy of this STA request is being served on
representatives of both these operators.

       Accordingly, and for good cause shown, PanAmSat respectfully requests an STA
for a period of thirty (30) days to conduct IOT at 144.5" W.L. of the C-band payload on
Galaxy XIII. Questions with respect to this matter should be directed to Joseph A.

conduct IOT on the Ku-band/Horizons I payload. Horizons LLC will conduct this IOT under its
authority from Japan.

This grant of special temporary authority is subject to the following conditions, as well as
PanAmSat Licensee Corp. conducting its testing in accordance with its STA request.

       1)      PanAmSat Licensee Corp. shall coordinate with existing geostationary
               satellites to ensure that no unacceptable interference results from its in-
               orbit testing operations;

       2)      In the event that any unacceptable interference does occur, PanAmSat
               Licensee Corp. shall cease operations until the issue is rectified; and

       3)      Any actions taken as a result of the in-orbit testing authority ARE
               SOLELY AT PANAMSAT LICENSEE CORP.’S OWN RISK.
