Scope of Grant:           Addition of Inmarsat—3 F5 at 54° W.L. to the ISAT List
Service Area(s):       _| Any U.S.—licensed earth station with an ISAT authorization is permitted to access the
                        Inmarsat—3 F5 satellite at the 54° W.L. orbital location without additional authorization
                        from the Commission, provided that the earth station complies with the Commission‘s
                       technical requirements and operates under the conditions of its license.

Frequencies:            1525—1559 MHz (space—to—Earth)
                        1626.5—1660.5 MHz (Earth—to—space)

Operations under this grant must comport with the legal and technical specifications set forth by the
applicant or petitioner and with Federal Communication Commission‘s rules not waived herein. This
grant is also subject to the following conditions:

        1. Authority is granted pursuant to Section 25.210(j) of the Commission‘s rules, to permit operations of
           earth stations with the Inmarsat—3 F5 space station, maintained at +0.10 degree of the 54° W.L. orbital
           location, subject to the condition that this waiver and the operations it permits shall terminate in the
           event that a satellite is launched into a location such that its stationkeeping volume would overlap the
           Inmarsat—3 F5 space station‘s £+£0.05° station keeping volume, unless Inmarsat has successfully
           coordinated its physical operations with those of other spacecraft.

             Operations via the Inmarsat—3 F5 space station using a north—south inclination between 0 and 2.7
             degrees are granted, conditioned on the operations of the space station complying with the inclined
             orbit requirements set forth in Sections 25.280(b)(1)—(3) of the Commission‘s rules.

             Licensees must comply with the terms of any L—band operator—to—operator coordination agreement. In
             the absence of a continuing L—band operator—to—operator agreement, operations of MET‘s in the 1525—
             1559 MHz and 1626.5—1660.5 MHz bands will be on a non—harmful interference basis until a future
             operator—to—operator agreement is concluded. In this instance, each licensee must notify the other
             operators in these frequency bands that it will operating on a non—harmful interference basis. Each
             licensee must notify its customers that its operations are on a non—harmful interference basis.
             Inmarsat‘s request for a waiver of Section 25.210(f) of the Commission‘s rules, 47 CFR § 25.210(f),
             is dismissed as moot. Inmarsat sought a waiver in connection with its use of the 3600—3631.6 MHz
             (space—to—Earth) and 6425—6456.6 MHz (Earth—to—space) frequency bands for telemetry, tracking, and
             control operations, which are not requested in this application.


Licensee/grantee is afforded thirty (30) days from the date of release of this action to decline the grant as
conditioned. Failure to respond within this period will constitute formal acceptance of the grant as conditioned.

This action is taken pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47 C.F.R. §
