        Dear Madam Secretary:
                        On September 30, 2004, Nancy Eskenazi and Kimberly Baum of SES
        AMERICOM, Inc. (‘SES AMERICOM®), and the undersigned met in person with
        Donald Abelson, Arthur Lechiman, JoAnn Lucani, John Martin, Roderick Porter,
        Steven Spacth, and Thomas Tyez,all ofthe Interational Bureau, for the purpose of
        discussing matters raised in the above—referenced proceedings. SES AMERICOM
        stated that ts Petition for Declaratory Ruling, filed in April 2002 —— secking an CC
        determination that the public interest would be served by allowing the provision of DBS
        services from a Gibraltar—licensed BSS orbitalslot at 105.5° WL. —— should be granted
        now, in light ofthe compelling public interest benefits, subject tothe outcome othe
        intemational coordination process. SES AMERICOM also requested from the
        Interational Bureau an update on the status ofthe "tweener"rulemaking petition filed
        by DirecTV.
