                    Space Station Call Sign S2912 (Flock)

Dear Ms. Dortch:

        On November 29, 2018, consistent with its Commission authorization1, Planet Labs Inc. (Planet)
successfully launched 16 and put into initial operations 15 of 16 satellites, known as Flock 3r plane, to a
nominal orbital altitude of approximately 483 km circular with inclination of 97.48 degrees, (via Antrix
PSLV vehicle launched from India). On December 3, 2018, consistent with its Commission authorization2,
Planet Labs Inc. (Planet) successfully launched and put into initial operations 3 of 3 satellites, known as
Flock 3s plane, to a nominal orbital altitude of approximately 579 km circular with inclination of 97.76
degrees, (via SpaceX Falcon 9 vehicle launched from the USA). These satellites operate in the authorized
bands 8025-8400 MHz (space-to-Earth) for remote sensing data, 2025-2110 MHz (Earth to space) for
telecommand data, 401-402 MHz (space-to-Earth) and 449.75-450.25 (Earth to space) for telemetry,
tracking, and control operations.

                                        CERTIFICATION


1. I am the responsible engineer for the satellite communications of Planet, the licensee of Call Sign
   S2912.

2. Pursuant to Condition 16 of the above referenced authorization, as well as Sections 25.164(a),
   25.164(f), and 25.173(b) of the Commission’s Rules, I hereby certify that:
       (a) Planet launched the Flock 3r satellite plane consisting of 16 satellites on November 29, 2018
           and launched the Flock 3s satellite plane consisting of 3 satellites on December 3, 2018;
       (b) The Flock 3r space stations have been placed in their nominal assigned orbital altitudes of
           approximately 483 km circular with inclination of 97.48 degrees, and the Flock 3s space
           stations have been placed in their nominal assigned orbital altitudes of approximately 579
           km circular with inclination of 97.76 degrees;
       (c) The early in-orbit checkout of the space stations has been completed;
       (d) 18 of the 19 launched satellites are operational and will complete commissioning over the
           next few weeks. 1 satellite from Flock-3r requires further debugging.
       (e) The measured performance of the operational space stations is consistent with their station
           authorization; and
       (f) The space stations are capable of using their assigned frequencies.
