The application of SES Americom, Inc. (SES Americom), IBFS File No. SAT—MOD—20150309—
00010, to modify the authorization for its geostationary—satellite orbit AMC—7 space station (Call
Sign $2155), to specify authorization of AMC—7 at the 135° W.L. orbital location, rather than at
its previously authorized location of 137° W.L., is GRANTED. Accordingly, SES Americom is
authorized to conduct Telemetry, Tracking, and Command (TT&C) operations necessary to drift
AMC—7 to, and maintain it at, the 135° W.L. orbital position using center frequencies located at
3700.5 MHz and 4199.5 MHz (horizontal and vertical polarization), and 6423.5 MHz (Earth—to—
space; horizontal and vertical polarization). In addition, SES Americom is authorized to provide
Fixed—Satellite Service (FSS) at 135° W.L., including direct—to—home services, in the
conventional C—band frequencies of 3700—4200 MHz (space—to—Earth) and 5925—6425 MHz
(Earth—to—space) frequency bands. Further, we grant SES Americom‘s request to extend the
license term of AMC—7 to October 25, 2018. This authorization is granted in accordance with the
terms, conditions, and technical specifications set forth in SES Americom‘s application, the
Commission‘s rules, and the following conditions:
        1.    All operations of AMC—7 during drift from the 137.0° W.L. orbital location to the
135° W.L. orbital location must be on an unprotected and non—harmful interference basis, i.e., the
AMC—7 space station must not cause harmful interference to, and must not claim protection from
interference caused to it by, any other lawfully operating station. In the event of any harmful
interference, SES Americonr must cease operations immediately upon notification of such
interference, and must inform the Commission, in writing, immediately of such an event.
        2.    SES Americom must only operate AMC—7 in its authorized TT&C frequencies
during drift of the space station from the 137.0° W.L. orbital location to the 135° W.L. orbital
location.
        3. SES Americom must comply with terms and conditions of the authorization for the
AMC—7 space station adopted in IBFS File No. SAT—MOD—20021108—00210 (granted August
15, 2003).
       4.   In connection with the provision of service in any particular country, SES
Americom is obliged to comply with the applicable laws, regulations, rules, and licensing
procedures of that country.
        5.   SES Americom must maintain the AMC—7 space station within an east/west
longitudinal station—keeping tolerance of + 0.05 degrees of the 135° W.L. orbital location.
        6.    SES Americom must operate the AMC—7 space station at the 135° W.L. orbital
location in compliance with all existing or future coordination agreements for this location.
        7.    The operations of AMC—7 and associated earth stations must comport with the
applicable uplink and down limits in 47 C.F.R. §§ 25.211, 25.212, 25.218, 25.222, 25.226,
and/or 25.227, unless SES Americom coordinates any non—conforming operation with the
operations of U.S.—licensed GSO space stations within 6 degrees of 135° W.L. Non—conforming
operation must also be coordinated with respect to those operations of non—U.S.—licensed space
stations within 6 degrees of 135° W.L. involving approved communications with U.S.—licensed
earth stations.

       8.   SES Americom‘s request for a waiver of Sections 25.114(d)(14)(ii) and 25.283(c) of
the Commission‘s rules, 47 C.F.R. § 25.283(c), is granted. Sections 25.114(d)(14)(ii) and
25.283(c) specify that space stations must discharge all stored energy sources at end—of—life of the
space station. AMC—7 is a Lockheed Martin A2100 model spacecraft that was launched on
September 14, 2000. SES Americom states that due to its design, AMC— 7‘s two identical helfum
tanks were sealed immediately following the last orbit—raising maneuver during the launch phase
for the satellite and cannot be further discharged. SES Americom states that the sealed helium
tanks will retain a total mass of approximately 7385 grams of helium at end of life, with each
tank volume being 229.8 liters. Compliance with Section 25.283(c) is not achievable except
through direct retrieval of spacecraft. The information submitted is not sufficient to support a
finding that the underlying purpose of Section 25.283(c) would be served by sealing the helium
tanks without completely venting them. Nevertheless, we grant SES Americom a partial waiver
of Sections 25.114(d)(14)(ii) and 25.283(c). AMC—7 was launched and the tanks sealed before
Section 25.283(c) was adopted. Furthermore, compliance with Section 25.283(c) would require
direct retrieval of the spacecraft or launching a servicing mission to the spacecraft, which is not
practicable at this time. This action is without prejudice to future licensing decisions in
connection with other spacecraft of the same manufacturing series.
       9.     SES Americom is afforded thirty days from the date of release of this grant and
authorization to decline this authorization as conditioned. Failure to respond within this period
will constitute formal acceptance of the authorization as conditioned.
       10. This action is issued pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
reconsideration under Section 1.106 of the Commission‘s rules or applications for
reconsideration under Section 1.115 of the Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may
be filed within 30 days of the public notice indicating that this action was taken.
