Attachment Conditions of Authorization October 14, 2005 1. PanAmSat Licensee Corp.‘s appliations, SAT—MOD—20050815—00159 and SAT—STA—20050713—00146, ARE GRANTED. Accordingly PanAmSat Licensee Corp.‘s authorization (SAT—L0A—20000929—00136 as amended by SAT—AMD— 20021107—00203) to operate its C—Band fixed satellte service GALAXY—12 satellte (Call Sign §2422) at the 74.0°W. orbital location and its authorization to operate GALAXY—12 on a temporary basis at the 125.05° W.L. orbit location (SAT—STA~ 20041215—00220) ARE MODIFIED to reassign GALAXY—12 to the 125.15° W.L. orbital location on an interim basis, and upon completion of traffic transfer to Galaxy 14 to relocate Galaxy 12 to the 125.25° W.L orbital location to serve as an in—orbit. backeup satellte in the frequency bands 3700 — 4200 MHz (space—to—Earth), and 5925—6425 MHz (Earth—to—space). Other than the change in orbital location, the conditions contained in the prior authorization‘ remain in effect and the GALAXY—12 satellite will operate in accordance with the terms, conditions, and technical specifications set forth in its application, this Attachment and the Commission‘s Rules. 2. PanAmSat Licensee Corp. shall prepare the necessary information, as may e required, for submission to the ITU to initiate and complete the advance publication, intermational coordination, due diligence, and notifiation process ofthis space station,in accordance with the ITU Radio Regulations. PanAmSat Licensee Corp. shall be held responsible for all cost recovery fees associated with these ITU filings. We also note that no protection from interference caused by radio stations authorized by other administrations is guaranteed unless coordination and notification procedures are timely completed or, with respect to individual administrations, by successfully completing coordination agreements.. Any radio station authorization for which coordination has not been completed may be subject to additional terms and conditions as required to effect coordination of the frequency assignments of other administrations. See 47 C.FR. § 25.11(6) 5. The license term for the Galaxy—12 satellite expires on May 4, 2018 (ie., 15 years starting from May 5, 2003, the date that Panamsat Licensee Corp. commenced operation on the Galaxy—12 setellite). 4. PanAmSat Licensee Corp. is afforded thirty days from the date of release ofthis grant and authorization to decline this authorization as conditioned. Failure to respond within this period will constitute formal acceptance of the authorization as conditioned. s.
